GIZ – CONABIO: Biodiversity mainstreaming expert

Long term consultancy 18 months.

Duties

Support biodiversity mainstreaming in the forest, agriculture, fisheries and tourism sectors (as main sectors however other issues could be included i.e. climate change, rural development, food security, energy, water and sanitation, transport, infrastructure, budget and taxes at national level, and private sector development), as central topic foster by Mexico towards the Conference of the Parties (COP-13) to the convention of Biological Diversity (CBD).

Functions and Tasks

  • Foster biodiversity mainstreaming (BM) concept.
  • Support by advocating, advising and supporting on BM.
  • Support networking and capacity building among selected sectors (Governmental national e international) and key stakeholders (NGO´s).
  • Dissemination of information and competence development, through training and seminars.
  • Provide advice on request in all aspects of the work by using own resources or outside expertise.
  • Represent on request CONABIO-GIZ, at workshops and events when information on BM is requested.
  • Assist in the preparation of speeches and other presentation by using own resources or outside expertise.
  • Attend important relevant events on preparation to COP-13, and substantive areas covered at national and international level to disseminate information on progress made as relevant.
  • Develop a policy strategy and action plan on BM at national level.
  • Support development of a short policy statement, to be endorsed in the HLS, which provides a framework, the mandate, rational and goals- using consultants or other resources as necessary.
  • Develop, on the basis of the policy statement, and an inventory of the roles and work methods of the department, a strategy to be endorsed by CONABIO-GIZ. The strategy should outline the overall approach to BM to be taken in CDB and designating responsibility and accountability.
  • Develop an overall action plan, outlying the initial concrete actions to be taken by the CONABIO-GIZ included budget.
  • Analysis, knowledge development and information activities.
  • Identify, summarize and disseminate a collection of good practice examples of biodiversity mainstreaming worldwide.
  • Maintain a library of materials on BM, produce user-friendly and operationally-oriented summaries of key documents for broad dissemination, using consultants as necessary.
  • Provide links to researchers, consultants and funders on request.
  • Provision of regular information, including good practice examples, guidelines and tools.
  • Develop a monitoring program to reporting achievements on BM; the ongoing monitoring process should take place through participation in strategic policy-making and through the daily contacts with staff (CONABIO-GIZ) members.
  • Develop indicators for assessing progress on BM.
  • Develop side-events and other preparatory meetings towards the COP-13.

Qualifications:

Master’s degree in engineering, agriculture, hydraulics, natural resources, environmental science and management, or related studies.

Excellent knowledge and understanding of established methodologies for the integration of biodiversity in development cooperation.

Excellent writing and communication skills.

Ability to work as a team member in collaboration with other experts.

Ability to plan and perform task indepently .Sound knowledge of the project cycle.

General knowledge of introducing eco-social budgeting planning at national level.

Complete understanding about the role of taxes at national level and the impact on renewable and no renewable natural resources.

Spanish, fluency in English and good knowledge of German would be an advantage.

Familiar with standard software for drafting documents and preparing presentations.

 

General professional experience:

At least 5 years professional experience at senior level with selected sectors.  .

At least 7 years in the areas relevant for this contract (i.e. biodiversity, environment legal framework, climate, agriculture, forestry, fisheries, rural development, food security, energy, water and sanitation, transport, budgets and taxes at national level, infrastructure and private sector development).
