Jordan’s energy strategy for 2020-2030 focuses on reducing gas imports
9 Jul 2020The Jordanian government has unveiled its energy sector strategy for 2020-2030, which seeks to diversify energy sources and reduce fuel imports. The contribution of (imported) natural gas to power generation will decrease from more than 80% to 53% in 2030, while the share of renewables in the power mix will increase from less than 4% to 31%. Local energy sources should cover around 48.5% of the power mix, up from the current 15%. The plan also includes energy efficiency measures and targets 100% smart meter installation by 2030.

9 Jul 2020The Ukrainian Ministry of Energy, together with the State Agency for Energy Efficiency and the Ukrainian-Danish Energy Centre, have proposed to use revenues from the tax on CO2 emissions, which reach about UAH900m/year (US$33m/year), to fund energy efficiency measures. The draft law provides for the creation of an energy-efficient modernization fund to finance energy efficiency of enterprises.

9 Jul 2020Poland has released a new draft of its Offshore Wind Act, which outlines plans for more than 10 GW of capacity to be awarded by 2028. The regulator will offer offtake agreements, similar to the UK’s Contract for Difference (CfD) model, in two phases: 4.6 to 5.9 GW by the end of June 2021 and 5 GW auctioned across two tenders in 2025 and 2027. Developers, which would be eligible for government premium payments for 25 years, should be responsible for building and financing the connection between offshore wind plants and the onshore grid.

8 Jul 2020The Ministry of National Assets of Chile has unveiled the result of the competitive tender for development rights for renewable projects in three regions of the country, namely Tarapacá, Antofagasta and Atacama, for which 40-year tenancy agreements are to be signed. A total of 11 utility-scale renewable projects with a combined capacity of 2.6 GW capacity were selected. The winning bidders include EDF, Engie and Enel, as well as SolarPack, Solarcentury, Sonnedix, Caldera Solar and CopiapoEnergíaSolar.

Shell may sell its 11 Mt/year Convent refinery in Louisiana (US)
9 Jul 2020Shell is contemplating selling its 11 Mt/year (above 200,000 bbl/d) Convent refinery in Louisiana (United States), as part of its 2019 plan to restructure its operations in the downstream market. The process could take several months.
Shell became the sole owner of the refinery in May 2017 after Saudi Aramco took over Motiva Enterprises, which had been a joint-venture between the two companies for 15 years. In February 2020, PBF Energy acquired Shell’s 156,400 bbl/d Martinez for US$960m.

9 Jul 2020Vietnam’s national oil company PetroVietnam (PVN) plans to develop 100 MW of renewable power capacity by 2025 and 900 MW by 2035. The company intends to build floating solar panels at some of its hydropower dams and to install rooftop solar panels at its existing coal-fired power plants.

Iberdrola secures €800m to develop 2 GW of renewable capacity in Spain
9 Jul 2020The Spanish energy group Iberdrola has secured a €800m financing to develop 2 GW of wind and solar capacity in Spain. The European Investment Bank (EIB) and the Instituto de Crédito Oficial (ICO) will lend €600m and €200m, respectively, to Iberdrola. Part of the financing will go towards a new solar power plant in Cáceres, in the municipalities of Ceclavín and Alcántara, with an installed capacity of 328 MW.

9 Jul 2020The US Supreme Court has denied a fast-track construction permit for the Keystone XL oil pipeline project, allowing other pipeline projects running across bodies of water to fast-track works. In April 2020, the District Court of Montana cancelled a nationwide permit issued by the US Army Corps of Engineers in 2017 and allowing the Keystone XL Pipeline to cross water bodies. This was a new hurdle to the project, whose construction was due to start in early April 2020 after more than a decade of opposition from landowners, environmental groups and first nations.

9 Jul 2020TechnipFMC has won an Engineering, Procurement, and Construction (EPC) contract with Assiut National Oil Processing Company (ANOPC) for the construction of a new hydrocracking complex for the Assiut refinery in Upper Egypt, with a capacity of 56,000 bbl/d (2.8 Mt/year). The new complex will transform lower-value petroleum products from ANOPC into cleaner products, such as Euro 5 diesel. The Assiut refinery, which has a refining capacity of 100,400 bbl/d, was commissioned in 1987.
