France awards 599 MW of solar and wind projects through tenders

The French Ministry for the Ecological Transition (MTE) has unveiled the results of the tenders for ground-mounted solar PV projects, onshore wind projects and self-consumption solar PV projects. For the ground-mounted solar PV call for tenders, 45 projects totalling 332 MW were selected at an average price of €57.4/MWh (-7.4% compared to the previous session).

Indonesia plans to introduce feed-in tariffs for certain renewable projects

The Indonesian government plans to introduce a simplified pricing for electricity from renewable sources, including a feed-in tariff system for some power plants, to encourage more investment in the sector. The national energy policy revision (Regulation No. 79/2014) sets a target of 23% of renewables in the total primary energy supply by 2025 (excluding traditional biomass), equivalent to about 41 GW.

Bangladesh releases plan for 40 GW of solar capacity by 2041

Bangladesh has unveiled a draft 20-year National Solar Energy Action Plan, which envisages almost 40 GW of solar capacity by 2041; solar would then account for half of the country’s installed capacity. The solar strategy, which is will be updated every five years, foresees large ‘solar hubs’ hosting 16 GW of generation capacity, electric utilities 4 GW, private developers 5 GW and rooftop installations another 12 GW; the remainder would come from irrigation pumps (2.5 GW, 285 MW from residential PV systems, and 16 MW from minigrid, microgrid and offgrid installations).

Uganda clears sale of Tullow’s oil assets to Total

The Ugandan government has approved the sale of Tullow Oil’s entire interests in Blocks 1, 1A, 2 and 3A in Uganda and of the proposed East African Crude Oil Pipeline System to Total. An agreement on the tax treatment of the transaction has been reached with the Ugandan Revenue Authority. The shareholders of Tullow Oil approved the divestment in July 2020 and the transaction is now expected to complete before the end of 2020.

Iberdrola acquires US power utility PNM Resources for US$8.3bn

The Spanish energy group Iberdrola, through its affiliate Avangrid, has acquired PNM Resources, the power utility of New Mexico and Texas, for a total consideration of US$8.3bn. This acquisition will turn Avangrid into one of the largest power utilities in the United States, with 10 regulated electricity companies in 6 states (New York, Connecticut, Maine, Massachusetts, New Mexico and Texas) and the 3rd largest renewable operator in the country, with a total presence in 24 states.

PGNiG (Poland) signs a gas supply agreement with Denmark’s Ørsted

Denmark’s Ørsted has signed a multi-year contract for the sale and purchase of natural gas with Polish national hydrocarbon company PGNiG. The agreement covers a total volume of 70 TWh (6.4 bcm) to be supplied between 1 January 2023 and 1 October 2028. Under te deal, Ørsted will resell some of the natural gas that it receives from the Danish part of the North Sea (from the Tyra field, which will resume production after a redevelopment process in 2022) to PGNiG.

Forecasts

Germany expected to miss its 2030 GHG emissions reduction target

According to the German Environment Agency (UBA), Germany will not meet its climate targets for 2030. The country is forecast to achieve a 51% reduction in greenhouse gas (GHG) emissions by 2030 compared to 1990, reducing GHG emissions to less than 614 MtCO2eq in 2030, but missing by 70.7 MtCO2eq the target laid down in the Federal Climate Change Act (a 55% reduction to 543 MtCO2eq). The gaps to meeting the target amount to 33 Mt CO2eq in the transport sector, 17 MtCO2eq in the building sector and 11 MtCO2eq in the energy sector.

EDF secures development consent for its 299 MW gas-fired project in UK

The UK Planning Inspectorate has granted development consent to EDF’s 299 MW West Burton C gas-fired peaking power plant in Nottinghamshire. Peaking power stations are used to provide electricity at times of peak demand and play an important role when wind and solar power are not available.

Vietnam approves a new 1.5 GW LNG-to-power plant project

PetroVietnam (PVN), through its affiliate PV Power, has signed a Memorandum of Understanding (MoU) with Japanese companies Tokyo Gas and Marubeni to develop a new 1.5 GW LNG-to-power project in Cam Thinh ward, in Cam Pha city, Quang Ninh province (north-east Vietnam). In October 2020, the project received approvals by the Prime Minister and added to the National Power Development Plan for the period 2011-2020 with a consideration to 2030 (Power planning VII adjusted). The project was also authorised by the People’s Committee of Quang Ninh province.

A new 318 MW solar PV project is planned in northern Chile

Generadora y Distribuidora de Energía Oxum has applied to the Environmental Assessment Service (SEA) to build a 318 MW solar PV power project in Pozo Almonte, in the province of Tamarugal, in the Tarapacá Region (Chile).  The Parque Solar Oxum del Tamarugal project, which requires a US$286m investment, will include a 3 km-long, 220 kV double circuit high voltage transmission line.

Solar power accounts for 10% of Chile’s installed capacity (2.7 GW in at the end of 2019). As of October 2020, nearly 4 GW are under construction, and 17 GW are under development.
