Germany targets 20 GW of offshore wind capacity by 2030
9 Nov 2020The Bundestag, Germany’s lower house, has passed an amendment to the Offshore Wind Energy Act, raising the target for offshore wind capacity to 20 GW by 2030 and 40 GW by 2040. In addition, amendments to the Investment Acceleration Act aim at facilitating the planning and construction of onshore wind projects, removing provisions on the height of onshore wind turbines.

9 Nov 2020The Russian president has signed a decree ordering the government to work towards a cut in greenhouse gas (GHG) emissions to 70% of their 1990 level by 2030 (i.e. a 30% cut in GHG emissions over the 1990-2030 period), taking into account the maximum possible absorptive capacity of forests. Since Russia’s GHG emissions (including forests) have halved since 1990, this decree would allow the country to significantly increase GHG emissions by 2030.

6 Nov 2020The Chinese Ministry of Ecology and Environment (MEE) has launched a consultation plan for a national emissions trading scheme (ETS). Under the new draft rules, participation in the ETS will be mandatory for companies above a cut-off point of 26,000 tCO2eq/year, equivalent to a consumption of 10,000 tce/year. Companies will have to issue emissions reports, subject to information disclosure and verification requirements. The MEE will determine a methodology and standards to allocate carbon emissions allowances.

US power group AEP will shut down 1.6 GW of coal-fired capacity by 2028
9 Nov 2020As part of its compliance plans for two recently revised environmental regulations, the US power group American Electric Power (AEP) will remove 1,633 MW of coal-fired capacity from its fleet by the end of 2028. The power utility will shut down the 580 MW Pirkey plant in Hallsville, Texas, in 2023 and will stop using coal at the 1,053 MW Welsh plant, in Pittsburg, Texas, in 2028.

9 Nov 2020Shell has decided to shut down its 211,000 bbl/d Convent refinery in Louisiana (United States) in November 2020. The company tried to sell the plant in the summer 2020 but has failed to find a buyer. Shell will now focus on "integrated manufacturing sites that are also strategically positioned for the transition to a low-carbon future". Shell owns and operates three refineries in the country: Norco in Louisiana (227 kb/d), Martinez in California (156 kb/d) and Anacortes in Washington (145 kb/d).

9 Nov 2020China General Nuclear Power Corporation (CGN), through its affiliate CGN Energia Brasil & Participações, intends to triple its power generation capacity in Brazil by 2024, from 1.1 GW to 3 GW in 2024 through greenfield wind and solar projects and acquisitions. The company intends to expand its Santa Vitória do Palmar wind plant in Rio Grande do Sul by 200 MW and to develop around 600 MW of solar projects.

Total delays Tyra gas field redevelopment to 2023 (Denmark)
9 Nov 2020The Danish Underground Consortium, which comprises Total (43.2%, operator), Noreco (36.8%), and the state-owned North Sea Fund (Nordsøfonden, 20%), has delayed first gas production of the Tyra field redevelopment in the North Sea from 2022 to the second quarter of 2023. The project will enable Tyra to continue operations for another 25-year period at least and will allow the production of more than 200 mboe, of which 2/3 of gas and 1/3 of oil. The gas field is expected to reach a peak production of around 60,000 boe/d when back in operation.

The 600 MW Maestrale Ring wind project gets green light (Serbia)
9 Nov 2020The City of Subotica in Serbia has approved the 600 MW Maestrale Ring wind project. The power plant, which is developed by Fintel Energia Group, requires a €700m investment. The project is expected to come online in 2024 and should generate 1 TWh/year.
Wind accounts for less than 5% of Serbia’s installed capacity, with almost 375 MW at the end of 2019. Over 2.5 GW of wid projects are in various phases of development.

9 Nov 2020Uniper, through its fully owned subsidiary LNG Terminal Wilhelmshaven (LTeW), is reviewing plans for an LNG import terminal in Wilhelmshaven (northern Germany) due to the reluctance of market players to make binding bookings for import capacities at the project in the current circumstances. The company will revise the scope and focus of the planned terminal and is considering import infrastructure to include hydrogen.
