Brazil raises minimum biodiesel threshold to 12%

Brazil has raised the minimum share of bio-content in diesel from 11% to 12% on 1 March 2020. The maximum percentage is still capped at 15%. Since 2019, the minimum biodiesel percentage in diesel is increased by one percentage point every year, with the objective to reach 15% in 2023. In 2019, Brazil’s production of biodiesel increased by 10.3% to 5.9 billion litres. Brazilian biodiesel production mostly come from soybeans (77%) and animal fats (17%).

UK government allows solar, onshore wind projects in next CfD auction

The British government has unveiled details of the next round of the Contracts for Difference (CfD) scheme, which will be opened in 2021 for renewable technologies, including onshore wind, solar and floating offshore wind projects

operational from the mid-2020s. The CfD scheme will also be adapted to boost the development of energy storage.

Singapore pledges to halve GHG emissions from 2030 peak in 2050

Singapore intends to halve the amount of greenhouse gas (GHG) emissions it generates from its 2030 peak by 2050. According to its Long-Term Low-Emissions Development Strategy, the country expects to emit 33 MtCO2eq in 2050, down from 65 MtCO2eq in 2030. The new target, which comprises a new GHG, nitrogen trifluoride (NF3), will be included in Singapore’s nationally determined contribution (NDC) update in 2020.

India dedicates 11 renewable energy management centres

The Minister of Power of India has dedicated 11 Renewable Energy Management Centres (REMCs) for renewable energy integration to the nation, as part of its target to reach 175 GW of renewable power capacity by 2022. The REMCs are used to monitor 55 GW of solar and wind power and are equipped with forecasting and scheduling tools to improve the integration of renewable resources into the power network and grid management.

US crude oil production grew by 11% in 2019

According to the US Energy Information Administration (EIA), the US crude oil production grew by 11% in 2019, reaching a record level of 12.2 md/d. This growth was spurred by the rising production from tight rock formations using hydraulic fracturing («fracking») and horizontal drilling. US crude oil production as more than doubled during the past ten years.

Forecasts

India foresees a strong demand of refined products in 2020-2021

According to forecasts by the Petroleum Planning and Analysis Cell (PPAC) of the Indian Ministry of Petroleum and Natural Gas, India’s refined products demand is expected to increase from 1.3% in the 2019-2020 financial year (ending in March 2020) to 3.8% in 2020-2021. Anticipating an upsurge in growth, the PPAC expects diesel demand, which accounts for 40% of refined products consumption, to rise by 2.8% in 2020-2021, up from +0.9% in 2019-2020, whereas gasoline consumption will grow by 8.4% (against 9% in 2019-2020).

The United States and India seek to revive the Kovvada nuclear project (India)

The US and Indian governments have released a joint statement calling for Westinghouse and Nuclear Power Corporation of India Limited (NPCIL) to complete rapidly the techno-commercial offer for the construction of six nuclear reactors in India. In March 2019, the two countries signed an agreement on security and civil nuclear cooperation, including the construction of six US-made nuclear reactors in India.

Commercial operations start at Cameron LNG’s train 2 (US)

The second train of the Cameron LNG liquefaction

and export project has officially started commercial operations in Hackberry, Louisiana (United States). The project is operated by Cameron LNG, a company jointly owned by affiliates of Sempra LNG (50.2%), Total (16.6%), Mitsui (16.6%) along with Japan LNG Investment company (16.6%), jointly owned by Mitsubishi Corporation and Nippon Yusen Kabushiki Kaisha (NYK).

Pertamina plans to relocate its US$10bn Bontang refinery project (Indonesia)

Indonesian state-owned oil company PT Pertamina plans to relocate its 300,000 bbl/d refinery project from Bontang in East Kalimatan to Arun in Aceh or to Kuala Tanjung in North Sumatra. In addition, the group has terminated an initial agreement signed in 2018 with the with Omani company Overseas Oil and Gas (OOG) and is seeking a new partner to develop the US$10bn project.

CIM starts building first phase of 2.7 GW solar project (US)

The US real estate investment company CIM Group has started the construction of the first phase of the 2.7 GW Westlands Solar Park in the San Joaquim Valley in California (United States). The first phase, which includes the 250 MW Aquamarine solar project, has received all regulatory approvals, and CIM has signed a power purchase agreement (PPA) with Valley Clean Energy for 50 MW, with deliveries starting in late 2021.
