Germany adopts the final version of its national energy and climate plan

The German government has adopted the final version of its national energy and climate plan (NECP). According to the plan, Germany intends to reduce greenhouse gas (GHG) emissions by at least 55% by 2030 compared to 1990, to cut primary energy consumption by 30% by 2030 compared to 2008 and to increase the share of renewables in gross final energy consumption to 30% by 2030.

Papua New Guinea plans to launch a production sharing regime from 2025

Papua New Guinea has adopted a new regulation with the objective to boost benefits to the country from oil, gas and mine developments. Existing exploration and development contracts would not be broken but the government will seek to get a larger share of revenues from energy and mineral explorations. The government plans to implement a production sharing regime to take effect from 2025.

The central bank of Israel proposes to introduce a carbon tax

The Central Bank of Israel has proposed to introduce a carbon tax in the country, with the objective to reduce greenhouse gas (GHG) emissions. The carbon tax would be imposed on vehicle fuels, as well as gas and coal used to generate electricity. Israel is one of the 3 OECD countries without a carbon tax or an emissions trading program to slash GHG emissions.

Russia adopts the final version of its new energy strategy to 2035

The Russian government has officially adopted its new energy strategy until 2035. The new text seeks to maximise the contribution of the hydrocarbon industry and to foster the energy security of the country. The country intends to improve the efficiency, reliability, accessibility and quality of energy supply (oil products, gas and electricity), to increase LNG production with the formation of a cluster on the Yamal and Gydan peninsulas, and to develop the production and consumption of hydrogen with the objective to make Russia a global leader in the field.

Crown Estate Scotland (UK) targets 10 GW of new offshore wind capacity

Crown Estate Scotland has initiated a new round of offshore wind leasing in Scotland (United Kingdom), targeting up to 10 GW. The ScotWind leasing round intends to attract £8bn (€8.9bn) of new investments. Developers can register interest in obtaining an option agreement with Crown Estate Scotland, which could lead to leases to build offshore wind projects. Applications are requested to have an intended capacity of at least 100 MW.

Eneco signs PPA with 250 MW Windplanblauw wind project (Netherlands)

The Dutch energy group Eneco has signed a power purchase agreement (PPA) with SwifterwinT, which owns the Windplanblauw wind power plant in the Netherlands in partnership with the Swedish energy group Vattenfall. The Windplanblauw wind currently consists of 74 wind turbines, which will be replaced with 61 larger turbines, with a higher capacity (250 MW).

Conditional approval for 3.1 GW Etalin hydropower project in India

The Forest Advisory Committee of the Indian Ministry of Environment and Forests has approved upon condition the 3,097 MW Etalin hydropower project in Dibang Valley district in Arunachal Pradesh (in north-eastern India). The Ministry of Power is yet to give the final nod to the project. The power project is developed by the Etalin Hydro Electric Power Company, a joint venture between Jindal Power and Hydro Power Development Corporation of Arunachal Pradesh.

Equinor and Aker BP agree on new oilfield development in Norway

The Norwegian oil and gas company Equinor and Aker BP have reached an agreement to develop the Krafla, Fulla and North of Alvheim (NoA) licenses in the North Sea off the coast of Norway, which are estimated to contain more than 500 mboe. The offshore field development will subject to joint investment with construction expected to start in 2022. No start-up nor a cost estimate for the fields has been released.

Brazil gives go ahead to complete Angra III nuclear project

The Brazilian government has approved a plan to complete its 1,245 MW (1,400 MW gross) Angra III nuclear plant project, with or without a partner joining the national nuclear company Eletronuclear. The private partner will have to be a minority stakeholder in the project. Eletronuclear aims to select a partner by 2023 to help complete and operate the nuclear project. In October 2019, China’s National Nuclear Corporation (CNNC), EDF (France) and Rosatom (Russia) were selected as a potential partner to complete and operate its nuclear project.

Dongfang wins order for a 2.1 GW hydropower project in Tanzania

China’s Dongfang International has signed a contract to supply turbines generator units and supporting equipment for the construction of the 2,115 MW Julius Nyerere hydropower project in Tanzania. As of April 2020, the US$3.6bn project, which is also known as the Stiegler’s Gorge hydropower project, was 78% complete. According to the government of Tanzania, the construction of the 2,115 MW Julius Nyerere hydropower project is scheduled for completion by June 2022.
