Gazprom has proposed to Ukraine either to extend the current 10-year gas transit agreement expiring on 31 December 2019 or to conclude a new one-year agreement. This solution would give Gazprom more time to complete the construction of gas pipelines to Europe bypassing Ukraine (Nord Stream 2 to Germany and Turkish Stream to Turkey), and would avoid gas supply disruptions to its largest market. In 2018, over 40% of Gazprom’s supply to Europe (200 bcm) transited through Ukraine (87 bcm).

France plans to build a 1 GW offshore wind park in Normandy. The government is conducting a public consultation from November 2019 to May 2020. The offshore wind park is expected to attract offers from at least EDF, Total and Engie.

A 600 MW offshore wind project off Dunkerque was awarded in June 2019 to a consortium comprising EDF, Endbridge, and Innogy. Over the last decade, the French government has organised 3 offshore wind tenders in 2011, 2013 and 2016, totaling 3.6 GW, but construction have not yet started and no offshore wind park is currently in operation in France.

London-based independent E&P company Energean Oil & Gas announced its subsidiary Energean International has applied for an authorisation to import and supply natural gas in Cyprus from 2021.

The company has previously presented to the Cyprus Energy Regulatory Authority a proposal to build a 215 km gas pipeline from the Israeli Karish North field, whose discovered recoverable resources reach 25 bcm, to the planned 8 bcm/year Energean Power FPSO (floating production storage and offloading), with a final section to Vassiliko (south of Cyprus).

SDNPC starts heat project at Haiyang nuclear power plant (China)

State Power Investment Corporation (SPIC)’s subsidiary Shandong Nuclear Power (SDNPC), which owns the 2.34 GW Haiyang nuclear power plant, has put into operation a demonstration district heating system, supplied with steam from the reactors. The heated water is flowed through municipal heating pipes to consumers by local thermal company Fengyuan Thermal Power.

The Government of Sri Lanka has signed a US$24bn deal with Hambantota Oil Refinery, an affiliate of Sugih Energy International, to build a new 420,000 bbl/d oil refinery at the Magapura Mahinda Rajapakse Port in Hambantota, in the south of Sri Lanka. The construction of the project should be completed within 5 years.

Northland Power and Shizen Energy plan 600 MW offshore wind projects in Japan

Northland Power has signed an agreement with Shizen Energy to set up a 50-50 joint-venture, Chiba Offshore Wind, that will focus on developing around 600 MW of offshore wind projects in the Chiba prefecture of Japan.

Indian state-owned Oil and Natural Gas Corporation (ONGC)’s downstream subsidiary Mangalore Refinery and Petrochemicals Limited (MRPL) has set aside INR311bn (US$4.3bn) to expand its refinery from 320,000 bbl/d to 360,000 bbl/d, and to install a production unit for petrochemicals like ethylene, propylene, and butane. MRPL aims at diversifying its output.

MRPL’s parent company, ONGC, which has currently 700,000 bbl/d of refining capacity, is targeting to raise its capacity to around 1.8-2 mb/d in 2040.

The National Agency of Electric Energy of Brazil (ANEEL) has authorised the 18th and last turbine of the Belo Monte hydropower project on the Xingu River in Pará (northern Brazil) to start operations. Commissioning the last turbine will allow the project’s developer Norte Energia to operate at its full capacity of 11,233 MW.

The Ministry of Energy and Non-Renewable Natural Resources of Ecuador has prequalified 9 international companies or consortia that will be allowed to take part to the public selection process for building, operating and maintaining the 200 MW El Aromo solar PV project and the Villonaco II and III wind power projects (total capacity of 110 MW) worth US$400m.

Algeria has recently created the Commission for renewable energy and energy efficiency. The Commission, which has legal personality and financial autonomy, reporting to the Prime Minister, will be responsible for developing a national policy in the field of renewable energy and energy efficiency, and evaluating its implementation.
