Israel launches third offshore oil and gas offshore bid round

The Ministry of Energy of Israel has launched its third offshore bid round for gas and oil exploration offshore Israel, inviting companies to bid for an exploration license in Block #72. This license, which is s located near the northern border of the exclusive economic zones (EEZ) of Israel close to major gas fields such as Karish and Tamar, will be granted for an initial period of 3 years followed by two optional extension periods of 2 years each. The auction process will begin in June 2020 and will end in September 2020.

EU Council excludes nuclear, fossil fuels from €40bn Just Transition Fund

The Council of the European Union (council of EU Ministers) has decided to exclude financing for nuclear or fossil projects from the Just Transition Fund. The European Commission plans to create a €40bn Just Transition Fund to assist EU countries in accelerating the transition towards climate neutrality. It will help coal-reliant countries to decarbonise their power sector. The text will be finalised following talks between member states, the European Commission and EU Parliament.

German onshore wind tender undersubscribed once again

The Germany Federal Network Agency (Bundesnetzagentur, BNetzA), which regulates the energy sector, has published the results of two tenders for 826 MW of onshore wind and 96 MW of solar projects, with a bidding date set for 1 June 2020.

The onshore wind auction was undersubscribed, as 62 offers with a total capacity of 468 MW were submitted, and 61 bids totalling 464 MW were awarded. The value of the submitted bids ranged between €5.90c/kWh and €6.20c/kWh, with an average bidding price of €6.14c/kWh, which is higher than in the previous round (€6.07c/kWh).

Norway starts an oil licencing round, auctionning 125 blocks in the Arctic

Norway has proposed to include nine areas in its 25th oil exploration licencing round, located in the Barents Sea (8 areas) and in the Norwegian Sea (1 area). The government will tender 136 new oil exploration blocks, with 125 in the Arctic Barents Sea.

Algeria’s Sonatrach renews 2 Mt/year LNG supply contract with Total

The Algerian national oil and gas company Sonatrach has renewed its LNG supply contract with Total for another three years. As part of the deal, Sonatrach will deliver 2 Mt/year (2.7 bcm/year) of Algerian LNG for the French market, primarily at the Fos Cavou LNG terminaln until 2023.

In July 2018, as part of a broader sale of Engie’s upstream to Total for US$2bn, Engie transferred three LNG import contracts with Sonatrach to Total, namely two 1972-2020 contracts for 3.4 bcm/year and 2 bcm/year and one 1976-2019 contract for 5 bcm/year.

Amprion (Germany) unveils plan for 200 GW European offshore wind grid

The German power transmission system operator (TS0) Amprion has released its long-term plan, Eurobar (European Offshore Busbar), aimed at developing European offshore wind connections in the North Sea. Amprion’s coordination system would allow Germany, Belgium, the United Kingdom, Denmark, France, Norway and the Netherlands to develop an offshore wind potential of 200 GW by 2050. To reach this objective, the company intends to invest €15.2bn by 2028, compared with €5.2bn in 2009-2019.

Atlas Renewable Energy gets approval for a 492 MW solar plant in Chile

Atlas Renewable Energy, an affiliate of the private equity investment firm Actis, has received an environmental permit from Chile’s Environmental Impact Assessment System (SEIA) to build a 492 MWp solar PV project in the Antofagasta region (northern Chile) for a total investment of US$350m. The project will require the construction of a new 220 kV power transmission line to be connected to the grid.

ETPL plans to set up a 12 bcm/year LNG import terminal in Pakistan

Elengy Terminal Pakistan Ltd (ETPL), a joint venture of Vopak LNG and Engro Corporation, has invited expressions of interest (EoI) to develop its first onshore LNG import terminal in Pakistan. The regasification terminal would have a capacity of 1.2 bcf/d (12.4 bcm/year) and a storage capacity of up to 480,000 m3. Commissioning is expected in 2023.

The UK Planning Inspectorate will review Sizewell C nuclear project

The UK Planning Inspectorate has accepted the Sizewell C nuclear power plant planning application for examination. The planning application revaluates costs of the project by 11-18%, from £17-18bn (€19-20bn) to £20bn (€22bn).

AGDC cuts cost of 20 Mt/year Alaska LNG project (US) to US$39bn

Alaska Gasoline Development Corporation (AGDC), the developer of the 20 Mt/year Alaska LNG project in Nikiski on the Kenai Peninsula (Alaska, United States), has revised the cost of the project by US$5.5bn, from the 2015 estimate of US$44.2bn to US$38.7bn (-12%).
