Spain plans to auction off 3.1 GW of renewable capacity by end-2020

Spain plans to auction off at least 3.1 GW of renewable capacity by the end of 2020, including 1,000 MW of wind, 1,000 MW of solar photovoltaic (PV) power, and 80 MW of biomass-fired capacity; the remaining capacity will be left for other renewable technologies. The country intends to hold auctions at least once a year, offering nearly 3.5 GW of renewable capacity in annual auctions (1,500 MW of wind, 1,800 MW of solar PV, 100 MW of concentrated solar power (CSP), and 60 MW of biomass-fired capacity), with the goal of accumulating at least 19.4 GW across all technologies in 2020-2025.

India awards 19 mines (51 Mt/year) in its first commercial coal auction

The Indian government, as part of the country’s first-ever auction to commercially mine and sell coal, successfully auctioned 19 mines with a combined capacity of 51 Mt/year. Almost 65% of the bidders were from «non-end users», i.e. not active in coal mining or coal-fired power generation.

Vietnam considers carbon-pricing tools to cut GHG emissions

As part of its effort to cut greenhouse gas (GHG) emissions, the Vietnamese government intends to develop a roadmap to implement market-based carbon pricing tools. The country is considering introducing an emission trading scheme in which emission quotas and credits could be traded by companies. The Ministry of Natural Resources and Environment aims to add the proposed carbon market to the revised draft Law on Environmental Protection, that will be soon reviewed by the National Assembly.

EDPR and Engie merge their offshore wind portfolios in the US

The US authorities have authorised EDPR and Engie to merge their offshore wind business in the United States. The new 50:50 joint venture, Ocean Winds, that was created in 2019, will have 5.5 GW of committed offshore assets, including 1.5 GW under construction and 4.0 GW under development. Ocean Wind aims to reach 5 to 7 GW of projects in operation or under construction and 5 to 10 GW under advanced development by 2025.

Shell will halve capacity at its Pulau Bukom oil refinery in Singapore

Shell will halve crude processing at its 462 kb/d Pulau Bukom oil refinery in Singapore, which is Shell’s largest wholly-owned refinery worldwide. The company is currently considering the production of biofuels and bitumen at its Pulau Bukom site. In addition, Shell plans to expand its solar power generation, build electric vehicle charging points, provide carbon-neutral solutions for its customers and study plastic waste recycling in Singapore.

New estimate raises Energean’s hydrocarbon reserves in Israel by 44%

According to a new estimate, Energean’s gross 2P (proven and probable) reserves in Israel now stand at 729 Mboe, which is 44% higher than a previous estimate. The Karish, Karish North and Tanin fields are now estimated to hold 98.2 bcm of gas and 99.6 mbl of oil. The increase was principally driven by the upgrade of resources following approval of the Karish North Field Development Plan by the Israeli government in August 2020. Energean’s next exploration campaign, planned in early 2022, could revise those figures.

ESB joins Red Rock Power’s 1 GW Inch Cape offshore wind project (UK)

The Irish power utility Electricity Supply Board (ESB) has created a 50:50 joint venture with Red Rock Power, an affiliate of the Chinese state-owned group SDIC, to develop the 1 GW Inch Cape offshore wind project off eastern Scotland (United Kingdom). The project will consist of 72 offshore wind turbines. It is expected to enter construction in 2020. It received planning permission in principle for the onshore transmission works and approval of a new alternative offshore proposal in 2019.

Russia shuts down the 925 MW Leningrad I-2 nuclear reactor

Rosatom has shut down the second unit of the Leningrad I nuclear power plant in Sosnovy Bor, in western Russia. The 925 MW RBMK-1000 reactor will be replaced by a new power unit with a VVER-1200 reactor, which earlier in November 2020 received permission from the Russian Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) to start pilot operation.

Paraguay receives a US$250 loan to improve its power grid

The CAF – Development Bank of Latin America has awarded a US$250m loan to the National Electricity Administration (ANDE) of Paraguay to improve its electricity transmission and distribution system and modernise its power distribution management. The project intends to improve the quality and reliability of power supply and to reduce downtime and system interruptions. It will extend medium voltage lines by 800 km and low voltage line by more than 2,000 km, upgrade distribution networks in 14 departments and instal mobile substations.

Semirara exits a 700 MW coal-fired power project in the Philippines

Semirara has ended the joint venture agreement signed with Meralco in 2016 to jointly develop a 700 MW coal-fired project in Calaca, Batangas (the Philippines). The project that would have consisted of two 350 MW units had remained in an early stage of development since 2016, due to legal hurdles over the power supply agreements (PSAs) of Manila Electric Company.
