The US administration aims to fast-track oil and gas lease in Alaska

The US authorities have launched a 30-day consultation on lease tracts within the Coastal Plain (CP) of the Arctic National Wildlife Refuge in Alaska (United States) that may be offered for lease in the planned CP Oil and Gas Lease Sale. The call for nomination will authorise the Bureau of Land Management (BLM) to move forward with a lease sale.

Israel unveils a 10-year national energy efficiency plan

The Israeli government has presented a national plan for energy efficiency, which intends to reduce the country’s energy intensity (energy consumption per unit of GDP) by 11% in 2025 (compared with 2015) and by 18% in 2030 (corresponding to a 1.3%/year decrease on average). The programme is expected to reduce energy consumption by around 16.5 TWh, leading to a cut in greenhouse gas (GHG) emissions by 7.5% (-6 MtCO2eq). This measure will add to the decision of reaching 30% of renewables by 2030 and should help reduce emissions by 17% by 2030 (compared with 2015).

The French National Assembly approves FiT cuts for 3.6 GW of PV projects

The French National Assembly has approved a retroactive cut in feed-in tariffs (FiTs) granted to large photovoltaic (PV) projects – with capacities exceeding 250 kW – between 2006 and 2010, considering that those tariffs were too high. In order to the support the solar PV sector, the government adopted in 2006 a 20-year FiT of €600/MWh, which was 10 times higher than the market price and offered an internal rate of return over 20%. The FiTs were revised in 2010, but purchase contracts signed between 2006 and 2010 were not amended.

Indonesia delays implementation of 40% biodiesel content rule

Indonesia will not implement the mandatory use of biodiesel fuels with a 40% bio-content (B40) in July 2021 due to funding issues and will instead retain its B30 biodiesel programme (30% biodiesel blend in diesel). In May 2020, Indonesia decided to inject US$186m in the Estate Crop Fund as well as to increase the levy on palm export by 10% to US$55/t, in a bid to fix its biodiesel support programme funding issues.

Petrobras starts sale of a 50% stake in the Marlim oil cluster (Brazil)

The Brazilian national oil and gas company Petrobras has launched the sale of a 50% interest in its legacy deep-water Marlim oil cluster, which produces 217,000 bbl/d of oil, accounting for 10% of the company’s total output. The sale is in line with Petrobras’ strategy to sell non-core assets to reduce its debt and to focus investments in pre-salt areas off Brazil’s waters.

PVN’s Sao Vang-Dai Nguyet offshore gas field starts production (Vietnam)

The Vietnamese oil and gas company PetroVietnam (PVN) has started producing gas from the Sao Vang-Dai Nguyet field off the country’s southern coast. The field’s production should reach 1.5 bcm/year, equivalent to 15% of Vietnam’s gas production in 2019. The block is owned by Idemitsu Kosan (43.1%), Teikoku Oil (36.9%) and PetroVietnam (20%), which owns the Nam Con Son 2 Gas Pipe connecting the field with onshore processing facilities in the Vung Tau province.

Denmark-Germany Combined Grid Solution secures exemption from EU rules

The European Commission has granted a ten-year derogation to current regulation for the 400 MW Combined Grid Solution (CGS) transmission project that will enable Denmark and Germany to exchange power via offshore wind parks in the Baltic Sea. The project will be exempted from the regulation imposing the provision of 70% of the line capacity for cross-border electricity trade. The exemption could be extended by 15 years to a maximum of 25 years.

Turkey awards a license to build unit 3 of the Akkuyu nuclear project

Turkey has granted a construction license for the third unit of Akkuyu nuclear power plant, located in the Mersin Province (southern Turkey), on the Mediterranean coast. The Akkuyu Nuclear Power Plant will consist of four 1,200 MW VVER reactors for a total capacity of 4,800 MW. The first unit is expected to be commissioned in 2023 and the second unit received a construction license in September 2019.

ACWA Power will build 210 MW of wind and solar capacity in Saudi Arabia

The Red Sea Development Company, which aims to develop a giant touristic project on the Saudi Arabian Red Sea coast, has awarded a contract under a public-private partnership (PPP) to a consortium led by ACWA Power to develop 210 MW of wind and solar capacity and a storage facility of 1,000 MWh. The project, which should produce up to 650 GWh/year of renewable electricity, could be expanded at a later stage.
