India’s SECI awards 1 GW of solar capacity at a record low tariff

The Solar Energy Corporation of India (SECI), which is a fully owned subsidiary of the Ministry of New and Renewables Energy of India, has announced the results of a July 2020 tender for 1,070 MW of solar projects in Rajasthan. Green Infra Wind Energy, a unit of Singapore-based Sembcorp Industries, and Saudi Arabia-based Al Jomaih Energy and Water both bid INR2/kWh (US$2.7c/kWh) for constructing 400 MW and 200 MW, respectively. In addition, NTPC offered INR2.01/kWh (US$2.7c/kWh) for 600 MW of solar capacity and secured the remaining 470 MW.

Germany’s latest solar-wind joint auction fails to attract bid for wind

The German Federal Network Agency (Bundesnetzagentur or BNetzA) has published the results of the latest tenders for onshore wind and solar capacity, with a bidding date set for 1 November 2020. The joint auction for 200 MW of solar and onsore wind capacity attracted 91 bids totalling 518 MW for solar projects only, with price ranging from €5.18c/kWh to €5.45c/kWh (weighted average of €5.33c/kWh). 43 bids totalling 202 MW were selected. Almost half of the projects were awarded in Bavaria with 20 projects (91 MW).

Australian states will introduce unprecedented taxes on electric vehicles

Two Australian states, namely South Australia and Victoria, have announced plans to introduce taxes on electric vehicles in their State budgets 2020-2021. The state of Victoria will impose a AUD2.5c/km (US$1.8c/km) tax on full-electric vehicles, and a AUD2c/km (US$1.5c/km) for plug-in hybrid vehicles. This would raise around AUD30m/year (US$22m).

Indonesia will sell 200 Mt of thermal coal to China in 2021

China Coal Transportation and Distribution has signed a US$1.5bn agreement with the Indonesian Coal Mining Association (APBI) to buy 200 Mt of thermal coal in 2021. The target quantity will be reviewed every year. In 2019, China was the largest coal importer worldwide, with more than 298 Mt, while Indonesia was the world’s largest exporter with 456 Mt.

Canadian crude oil production is expected to peak in 2039

The Canadian Energy Regulator (CER) has released its Energy Supply and Demand Projections to 2050 (EF2020) forecasts, including a "Reference scenario" that implies no additional effort to cut greenhouse gas emissions and steady demand for fossil fuels (traditional baseline projection) and a "Evolving scenario", which assumes continuing the historical trend of increasing global action on climate change.

Santos gets federal approval for US$2bn Narrabi gas project (Australia)

The Federal Minister of Environment of Australia has approved Santo’s Narrabri Gas Project in New South Wales (Australia). The project will now embark on a 12-18 month appraisal program ahead of a final investment decision (FID). In October 2020, the Independent Planning Commission (IPC) of New South Wales (NSW) approved the project.

Enbridge’s Line 3 oil pipeline project receives key federal permits (US)

The US Army Corps of Engineers has issued federal permits for the Line 3 Replacement Project developed by the Canadian energy transportation company Enbridge in the United States. In addition, the Minnesota Public Utilities Commission (PUC) has delivered their authorisation to start construction. The only remaining for the project to go ahead is a storm water permit that is provided by the Minnesota Pollution Control Agency.

DEWA completes 800 MW phase III of Dubai solar project (UAE)

The Dubai Electricity and Water Authority (DEWA) has inaugurated the 800 MW third phase of the Mohammed bin Rashid Al Maktoum solar project in the United Arab Emirates (UAE). The third phase of 800 MW was completed in three stages: the first 200 MW stage was commissioned in 2018, the second 300 MW stage in 2019 and the third 300 MW stage in November 2020. The third phase of the project was developed by a consortium of DEWA, Masdar and EDF Énergies Nouvelles for a total investment of AED3.47bn (US$950m).

Ghana’s nuclear power programme reaches new milestone

The Nuclear Power Institute (NPI) of the Ghana Atomic Energy Commission (GAEC) has presented a comprehensive report on Ghana’s nuclear power programme to the government. The technical report contained all issues related to the construction of the plant including financing, procurement, stakeholder involvement, gaps identified and recommendations. Ghana plans to build a 1,000 MW nuclear reactor. In 2012, the government signed a Memorandum of Understanding with Rosatom for its assistance in the development of the project.
