Japan will boost investment in renewables to tackle climate change

As part of its growth strategy, Japan will ramp up investment in technologies to tackle climate change, such as renewable energy, hydrogen fuel and carbon recycling. The plan targets 30 GW of offshore wind capacity by 2040. In October 2020, the Japanese government presented a plan to achieve carbon neutrality by 2050.

Germany awards 4.8 GW of contracts for early coal-fired plant closure

The German Federal Network Agency (Bundesnetzagentur) has released the results of the first tender for the early closure of hard coal-fired power plants under the Coal Power Generation Ending Act. The auction for 4 GW of coal-fired capacity was oversubscribed and accepted 11 bids totalling 4.8 GW, with price ranging from €6,047/MW to €150,000/MW (volume-weighted average of €66,259/MW), below the maximum price of €165,000/MW.

Japan launches tender for 4 offshore wind zones

The Ministry of Economy, Trade, and Industry (METI) and the Ministry of Land, Infrastructure, Transport, and Tourism (MLIT) of Japan have launched the first-ever auction for fixed bottom offshore wind projects in four areas off the country’s coast. The auction covers three zones off the coast of Akita Prefecture – off Noshiro (Mitane Town and Oga City), Yurihonjo City North and Yurihonjo City South – and off Choshi City in the Chiba Prefecture.

Eletrobras completes sale of Brazilian wind portfolio to Omega Geração

The state-owned power utility Eletrobras has completed the sale of a 583 MW wind portfolio in Rio Grande do Sul to Omega Geração. In August 2020, Eletrobras agreeed to sell its 78% stake in the 402 MW Santa Vitória do Palmar wind plant and its 100% stake in the 181 MW Hermenegildo 1, 2, 3 and Chui 9 wind projects in Brazil to Omega Geração for a total consideration of BRL1.5bn (US$280m).

Egypt, Eni and Naturgy reach deal on Damietta LNG plant

The government of Egypt, the Egyptian General Petroleum Corporation (EGPC), and the Egyptian Natural Gas Holding Company (EGAS) have reached an agreement with the Italian and Spanish gas groups Eni and Naturgy to restart the 7.56 bcm/year (5.6 Mt/year) Damietta gas liquefaction plant in northern Egypt, which has been idle since November 2012.

Enbridge’s Line 3 oil pipeline project enters construction (US)

The Canadian energy transportation company Enbridge has started building the Line 3 Replacement Project in Minnesota (United States). In November 2020, the US Army Corps of Engineers, the Minnesota Public Utilities Commission (PUC) and the Minnesota Pollution Control Agency approved the project.

Vineyard Wind selects turbines for its 800 MW offshore wind project (US)

Vineyard Wind, a 50:50 joint venture between Copenhagen Infrastructure Partners and Avangrid Renewable (an affiliate of the Spanish energy group Iberdrola), has selected GE as its preferred supplier of wind turbines for its 800 MW Vineyard Wind 1 offshore wind project, to be located off the coast of Martha’s Vineyard, in Massachusetts (United States).

Indonesia grants incentives to PT Bukit Asam’s coal gasification project

The Indonesian government has added PT Bukit Asam’s US$2.1bn coal gasification project to the national strategic project list, making it eligible for a land and building acquisition tax waiver and to reduced administrative procedures, among other incentives. The project, developed by state-owned coal miner PT Bukit Asam, PT Pertamina, and Air Products and Chemicals, is being built in Tanjung Enim (South Sumatra).

Nigeria launches tender for Port Harcourt refinery rehabilitation

The state-owned Nigerian National Petroleum Corporation (NNPC) has opened bids for the engineering, procurement and construction (EPC) phase of the rehabilitation of the Port Harcourt Refining Company (PHRC), which operates a 210,000 bbl/d (10.5 Mt/year) refinery in Port Harcourt. NNPC owns two other refineries: Kaduna (110,000 bbl/d) and Warri (125,000 bbl/d). They have a have a very low capacity utilisation rate (2.2% in 2019). The country plans to hand over its refineries to private firms under operation and maintenance contracts once they are revamped.

India plans 10 GW dam on the Brahmaputra river to offset China’s project

India has announced plans to build a 10 GW dam on the Brahmaputra (Yarlung Tsangbo) River, which flows from Tibet into India and Bangladesh. The reservoir project is expected to help offset the impacts of China’s hydropower projects upstream, that could create water scarcity or trigger flash floods. Earlier in December 2020, China released plans to develop up to 60 GW of hydropower capacity on a section of the Brahmaputra River.
