The EU sets annual emissions limits for non-ETS sectors over 2021-2030

The European Commission has set out the annual emission allocations (AEAs) for 2021-2030, under the Effort Sharing Regulation (ESR). The ESR sets binding annual greenhouse gas (GHG) emissions targets for Member States for 2030, which are expressed in percentage change compared to 2005 levels, for emissions in sectors outside the EU ETS, excluding land use, land-use change, and forestry (LULUCF) sectors.

Kazakhstan pledges to reach carbon neutrality in 2060

Kazakhstan has pledged to reach carbon neutrality by 2060, as part of the country’s updated nationally determined contribution (NDC). To reach the goal, Kazakhstan will develop and adopt a long term development strategy to lower emissions and decarbonize the country’s economy. It will also plant 2 billion trees over the next 5 years and will make climate change adaptation a legal norm for sectoral and regional policy planning.

Germany amends its EEG 2021 to support 2030 targets

The Bundestag has passed the amendment to the Renewable Energy Sources Act (EEG 2021), which intends to raise the share of renewable energies in gross electricity consumption to 65% by 2030. In addition, the amendment introduces a legally binding goal of greenhouse gas (GHG) neutrality before 2050 for the electricity generated and consumed in Germany. The text also comprises annual quotas for solar, biomass, and onshore and offshore wind, which are to be regularly checked in each of Germany’s 16 federal states.

Spain plans to reform its renewable energy surcharge

The Spanish Council of Ministers has presented a draft law to create a National Fund for the Sustainability of the Electric System (FNSSE), which would support the costs associated with the specific remuneration regime for renewables, cogeneration and waste (RECORE). The FNSSE is expected to avoid electricity price increases, to give clear signs of electrification of the economy, and to provide the certainty, sustainability and balance to the system to boost investments.

Iberdrola enters Polish offshore wind market through a JV with Sea Wind

The Spanish energy Iberdrola has signed an agreement to acquire a 50% stake in Sea Wind, a Polish offshore wind project developer that has 7 projects in early stages of development with a potential capacity up to 7.3 GW. In September 2020, Iberdrola ended talks with the Polish energy group Enea to jointly develop offshore wind projects in the Polish Baltic Sea.

Hilcorp allowed to buy BP’s stake in Trans Alaska Pipeline System (US)

The Regulatory Commission of Alaska (United States) has conditionally approved Hilcorp’s acquisition of BP’s 49% stake in the Trans Alaska Pipeline System (TAPS). The Commission demanded a filing stating BP accepts initial responsibility to be charged for any dismantlement, removal and restoration costs for what has been its share of the trans-Alaska pipeline.

PT PLN and Masdar plan a 145 MW floating solar power plant in Indonesia

The United Arab Emirates (UAE)-based renewable company Masdar and PT PJBI, an affiliate of Indonesian state-owned power utility PT PLN, have created a joint venture to develop the 145 MW Cirata floating solar power plant in West Java (Indonesia). The IDR1,800bn (US$128m) project will be implemented in two phases, with a first phase of 50 MW entering construction in 2021. The plant will reach its nominal capacity of 145 MW by 2022.

Pakistan will start construction of Karachi-Lahore gas pipeline in 2021

Pakistan plans to start construction works on the Pakistan Stream Gas Pipeline project in July 2021.The 12.4 bcm/year gas pipeline would connect Karachi to the provincial capital Lahore over 1,100 km. In November 2020, Pakistan and Russia signed a revised agreement to build the Pakistan Stream Gas Pipeline, formerly known as the North-South Gas Pipeline. Under the new agreement, the project will be executed through a special purpose company incorporated in Pakistan, and Pakistan will own 74% of the project, while Russia will have a 26% stake.

The US backs the construction of the EastMed gas pipeline

The US authorities are backing the construction of the Eastmed gas pipeline, which would deliver 10 bcm/year of gas from offshore Israel to Cyprus, Greece and Italy. In July 2020, the government of Israel approved a framework agreement on the construction of the project. The framework agreement was signed by Greece, Cyprus and Israel in January 2020 but required a final approval in Israel.

EDF selects site to host 2 possible future EPRs (France)

EDF has selected the site of Penly in Seine-Maritime (north-western France) to host two possible future EPRs in case the French government decides to order new nuclear reactors of this type (as of 2023 at the earliest). The group intends to release a new, less expensive version of its EPR nuclear reactor by mid-2021.
