The Polish senate adopts offshore wind act, targeting 5.9 GW by 2030

The Senate of Poland has passed the offshore wind act, which governs the method of obtaining state support for developers interested in building offshore wind projects in the country. The new regulation introduces in Poland bilateral contract for difference, similar to the UK’s Contract for Difference scheme, which will cover the difference between the market price of energy and the price enabling producers to cover the ofshore wind production cost.

The US EPA seeks to exempt oil and gas sector from GHG emissions limits

The US Environmental Protection Agency (EPA) has finalised a rule that exempts sectors whose pollution accounts for less than 3% of US greenhouse gas (GHG) emissions from limits under the Clean Air Act. This move would concern the oil and gas production, refineries, and most other industrial sources, which each account for just under 3% of US GHG emissions (compared to power plants that make up 25%) but are large methane emittors.

EU endorses Spanish scheme to support energy-intensive companies

The European Commission has authorised, under EU state aid rules, a Spanish scheme to partially compensate energy-intensive companies (i.e. with high electricity consumption relative to the value-added of production) for the cost incurred in Spain to fund support to renewable energy production, high-efficiency cogeneration, and power generation in non-peninsular territories. The €92m/year policy, which will apply until 31 December 2022, is expected to benefit companies in sectors that are particularly energy-intensive and more exposed to international trade.

US shale producer Pioneer completes acquisition of Parsley Energy

Pioneer Natural Resources has completed the acquisition of Parsley Energy following stockholder approvals. In October 2020, Pioneer Natural Resources entered into a definitive agreement to acquire its peer Parsley Energy in an all-stock transaction valued US$4.5bn. Pioneer Natural Resources will assume Parsley Energy’s debt, raising the total value of the transaction to US$7.6bn. The combined company will have a production base in the Permian basin of 328,000 bbl/d of oil and 558,000 boe/d of hydrocarbon as the second quarter of 2020.

Russia’s electricity consumption declined by 2.3% in 2020

According to the Russian power transmission system operator SO UPS, electricity consumption in the Unified Energy System (UES) of Russia decreased by 2.4% in 2020. Electricity consumption in Russia as a whole declined by 2.3% in 2020. Electricity generation in Russia in 2020 amounted to 1,064 TWh, which is 3% less than in 2019. Power plants in the UES produced 1,047 TWh (-3.1%), with thermal accounting for 53% of the total, nuclear for 21% and hydropower for 20%. Power plants for industrial enterprises accounted for 6% of total generation in the UES.

Kazakhstan produced 85.7 Mt of oil and condensate in 2020

Kazakhstan produced 85.7 Mt of oil and condensate in 2020, of which 26.4 Mt (31%) were produced by Tengizchevroil, 15.1 Mt (18%) by North Caspian Operating Company (NCOC), and 12 Mt (14%) by Karachaganak Petroleum Operating. Oil exports reached 68.5 Mt. In addition, Kazakhstan’s natural gas output amounted to 55.2 bcm in 2020 (plus 3.2 Mt of LPG); domestic gas consumption reached 17.2 bcm and 10.7 bcm were exported. Oil product production reached 11.5 Mt, including 4.5 Mt of gasoline, 4.55 Mt of diesel and 2.1 Mt of fuel oil.

Pakistan authorises two private companies to market natural gas and LNG

The Oil ang Gas Regulatory Authority (OGRA) of Pakistan has awarded 10-year licences for selling regasified LNG to Tabeer Energy Marketing and Energas Marketing, which plan to import LNG by utilising the idle capacity available at LNG terminals.

Azerbaijan raised gas exports by 17% to 13.8 bcm in 2020

Azerbaijan increased gas exports by 17% to 13.8 bcm in 2020, thanks to the Southern Gas Corridor. The country exported 10.5 mcm/d of gas to Italy, 2 mcm/d to Greece and 1 mcm/d to Bulgaria. The Shaz Deniz field’s output, which reached 18.4 bcm of gas and 29.2 mbl of of condensate in 2020, is expected to rise to 21.3 bcm of gas and 32.5 mbl of condensate in 2021. However, oil production at the Azeri–Chirag–Gunashli (ACG) complex should decline from 174.6 mbl in 2020 to 171.6 mbl in 2021.

GE delivers equipment for Turkey’s Akkuyu nuclear power plant

GE Steam Power has delivered the first Arabelle steam turbine module for the Akkuyu nuclear power project in the Mersin Province in southern Turkey. The US company will supply all the major equipment for the nuclear power plant’s four turbine islands including the Arabelle steam turbine, the Gigatop 4 poles generators and the vacuum pumps in the turbine hall.

Rosatom commissions a 210 MW wind project in North Caucasus (Russia)

Rosatom’s 210 MW Kochubeyevskaya wind project in the Stavropol Krai (North Caucasus, Southern Russia) has started supplying electricity to the Wholesale Electricity and Power Market. The project, which was commissioned in December 2020, consists of 84 wind turbine generators. Rosatom intends to commission 1.2 GW of wind capacity in Russia until 2024. More than 1 GW of wind projects are currently under construction in Russia.
