Ukraine intends to create a GHG emissions trading scheme in 2025

Ukraine plans to set up a national greenhouse gas (GHG) emissions trading system (ETS) and to introduce carbon taxes in 2025. In 2021, the country is expected to implement a system of monitoring, reporting, and verification of GHG emissions. The system would be a first step towards creating up a national ETS. Ukraine will focus on reducing emissions in the energy sector, in heavy industry and in buildings.

Bolivia launches a new US$279m biodiesel production plan

The Ministry of Hydrocarbon and Energy of Bolivia has launched a new biodiesel production plan. The country will build a biodiesel plant with a capacity of 12,000 bbl/d to reduce petroleum products imports. The project, which is expected to cost US$279m, will enter operations in 2024.

The new biodiesel plants are expected to reduce oil products imports. In 2019, Bolivia consumed over 36,000 bbl/d of diesel, of which 20,700 bbl/d (57%) were imported.

Polish President ratifies Offshore Wind Act, targeting 5.9 GW by 2030

The Polish president has signed into law the Offshore Wind Act, which sets the legal framework for offshore wind development and plans state support for developers interested in building offshore wind projects in Poland. The new regulation introduces bilateral Contracts for Difference (CfDs), which will cover the difference between the market price of energy and the price enabling producers to cover the offshore wind production cost.

HitecVision in talks to buy ExxonMobil’s assets in the North Sea (UK)

HitecVision and its British subsidiary Neo Energy have started exclusive negotiations with ExxonMobil to purchase its upstream assets in the central and northern North Sea (United Kingdom), which produce around 35,000 bbl/d. In 2019, HitecVision, in partnership with Eni, acquired ExxonMobil’s Norwegian North Sea assets for U$4.5bn.

Iberdrola signs a PPA for the 590 MW Francisco Pizarro solar project (Spain)

Iberdrola has signed a power purchase agreement (PPA) with Danone for the 590 MW Francisco Pizarro solar PV project located in the municipalities of Torrecillas de la Tiesa and Aldeacentenera, in Cáceres, Extremadura (Spain). The €300m power plant, which is currently under construction, is expected to be operational in 2022.

Brazil’s Vale takes over Mitsui’s coal assets in Mozambique

The Brazilian mining company Vale has signed a Heads of Agreement (HoA) with Mitsui to acquire its 15% stake in the Moatize coal mine project and its 50% stake in the Nacala Corridor rail and port infrastructure project in Mozambique for the sum of US$1 each. The transaction is expected to be completed in 2021. Vale will search for a third party interested in the Moatize coal assets. At a later stage, the group intends to divest from its global coal assets, as it aims to cut its scopes 1 and 2 emissions by 33% by 2030 and to become carbon-neutral by 2050.

ACWA Power moves ahead with 2.5 GW of CCGT and wind projects (Uzbekistan)

ACWA Power has officially launched the construction of the 1,500 MW Sirdarya CCGT power plant in Uzbekistan. The CCGT project will have an efficiency rate of over 60% and an approximate worth of US$1.2bn. It is expected to meet 15% of power demand in Uzbekistan when commissioned.

A 1 GW offshore wind project in western France is officially launched

The French government has officially launched the 500 MW to 1 GW fixed-bottom offshore wind project off the island of Oléron in western France. The plant would be located off the port of La Cotinière in a zone covering 300 km2, included in a protected area. The National Commission for Public Debate will initiate public consultation on the project.

Kipeto Energy connects its 100 MW wind project to the Kenyan grid

Kipeto Energy has connected the 100 MW Kipeto wind project to the Kenyan power grid thanks to a 17-km long 220 kV high voltage transmission line. The project, which comprises 60 GE 1.7-103 wind turbines, has signed a 20-year Power Purchase Agreement (PPA) with Kenya Power and Lighting Company (KPLC). Kenya’s installed capacity reached 2.9 GW at the end of 2019, including 2.1 GW of renewable capacity (826 MW of hydropower, 823 MW of geothermal and 336 MW of wind).

First turbine at RWE’s 857 MW Triton Knoll offshore wind project (UK)

RWE has installed the first of 90 turbines at its 857 MW Triton Knoll offshore wind project, which is located off the Lincolnshire coast (United Kingdom). First power is expected in the spring of 2021, with commercial operations starting in early 2022. The project is jointly owned by RWE (59%, operator), J-Power (25%), and Kansai Electric Power (16%).
