Turkey’s 1 GW mini solar tender oversubscribed nearly 10 times

The Ministry of Energy and Natural Resources of Turkey has received 709 applications totalling 9,440 MW for 74 upcoming mini solar Renewable Energy Resource Zone (YEKA) tenders with a quota of 1 GW in 36 provinces throughout the country. The tenders were oversubscribed 9.6 times on average and they are expected to raise US$1bn in investments. Bidders had to submit an offer for at least 20 MW, at a ceiling price of TRY0.35/kWh (€3.89c/kWh). Winners will sign 15-year power purchase agreements (PPAs) with the state.

Brazil’s Chamber of Deputies approves law to liberalise gas market

The Brazilian Chamber of Deputies has approved the new Natural Gas Law, which intends to open the gas market to the private sector and to end the monopoly held by the national oil and gas company Petrobras. The lower house of the Parliament had approved the text in the first reading in September 2020 and has now approved a final version, rejecting all the amendments adopted by the Senate in December 2020. The law will now be signed into law by the President.

Malaysia’s 1 GW solar tender attracts lowest bid of US$4.3c/kWh

The Malaysian Energy Commission has pre-selected 30 solar projects with a combined capacity of 823 MW across two categories in the fourth round of the Large-Scale Solar (LSS) procurement scheme for 1 GW of PV capacity. The first category includes 20 projects with a capacity of 10 to 30 MW; the assigned capacity reached 323 MW and submitted prices ranged from MYR18.5c/kWh (US$4.9c/kWh) to MYR24.8c/kWh (US$6c/kWh).

Lebanon unveils its updated Nationally Determined Contribution

Lebanon has updated its 2015 Nationally Determined Contribution (NDC). The country intends to unconditionally increase its greenhouse gas (GHG) emission reduction target relative to the Business-as-Usual (BAU) scenario from 15% to 20%, and conditionally increase its GHG emission reduction target relative to the BAU scenario from 30% to 31%. In addition, Lebanon pledges to unconditionally generate 18% of its power demand and 11% of its heat demand (in the building sector) from renewable energy sources in 2030, compared to a combined 15% in 2015.

Germany’s greenhouse gas emissions fell by 8.7% in 2020

According to preliminary data released by the Federal Environment Agency (UBA), Germany’s greenhouse gas (GHG) emissions decreased by 8.7% in 2020 to 739 MtCO2eq, corresponding to a 40.8% fall since 1990. CO2 emissions fell by 9.4% (-67 Mt) in 2020, methane emissions by 2.1% (-1 MtCO2eq), nitrous oxide emissions by 3% (-1 MtCO2eq) and fluorinated greenhouse gases by 9% (-1.3 MtCO2eq).

ACWA reaches financial close on its 1.5 GW CCGT project in Uzbekistan

The Saudi energy group ACWA Power has completed the financial close of the 1,500 MW Sirdarya CCGT power project in Uzbekistan. The total cost of the project is US$1.2bn, of which US$747m is financed through an 18-year loan provided by the European Bank for Reconstruction and Development (EBRD), the International Development Fund of OPEC, the German Investment Corporation (DEG), Standard Chartered Bank (UK), Natixis (France), Societe Generale (France) and the Bank of China.

Two refinery projects (160 kb/d) in Angola move forward

The Quantem consortium, which comprises American companies TGT, Quantem, Aurum & Sharp and the Angolan company Atis-Nebest, has won a build, own and operate (BOO) contract for the 100,000 bbl/d Soyo refinery in the Zaire province of Angola. The US$3.5bn tender was launched in October 2019 and 31 companies expressed interest in building the refinery.

Peru greenlights Engie’s 260 MW Punta Lomitas wind project

The Peruvian Ministry of Energy and Mines has granted a definitive concession to develop the 260 MW Punta Lomitas wind project in the Ica province, promoted by Engie Energia Peru. The project, which requires a US$323m investment, should be commissioned in 39 months at the earliest (by mid-2024). Engie Energia Peru operates a combined capacity of 2,496 MW in the country (20% of total capacity). Wind accounts for 2% of Peru’s installed capacity with 372 MW. Around 3 GW are under development.

Iberdrola plans a new 600 MW offshore wind project in Japan

The Spanish energy group Iberdrola has reached an agreement with Cosmo Eco Power, an affiliate of Cosmo Energy, and engineering firm Hitz to jointly develop the 600 MW Seihoku-oki offshore wind project in Aomori prefecture in north-western Japan. The Seihoku-oki project should enter round 2 of the capacity auction planned by the Japanese government between 2021 and 2022. The agreement is subject to regulatory approvals and expected to take place 6 months after the complete acquisition by Iberdrola of the Japanese renewable project developer Acacia Renewables.

RWE’s renewable power generation surged by 71% in 2020 (Germany)

RWE has released its 2020 results, posting a net income of €995m (-88%); adjusted net income reached €1.2bn. The company’s power generation decreased by 4% in 2020 to 147 TWh, of which 34% was generated from natural gas and 30% from lignite and hard coal. Renewables accounted for 22% (including pumped-storage hydropower and biomass) and nuclear for 14 %.
