Italy allocates €68.6bn for energy transition

The Italian prime minister has presented the €248bn National Recovery and Resilience Plan (PNRR) to the Chamber of Deputies. The reform program will be submitted to the European Commission on 30 April 2021 as part of the Next Generation EU, a €750bn temporary recovery instrument (2021-2027) aimed at addressing the economic crisis caused by Covid-19.

MSEDCL tenders 1.3 GW of solar projects in Maharashtra (India)

The Indian regional state-owned power utility Maharashtra State Electricity Distribution Company Limited (MSEDCL) has initiated a tender for up to 1,300 MW of ground-mounted solar projects in 29 districts in Maharashtra (25 MW or 50 MW of maximum capacity in each district). Project developers are authorised to bid for a minimum capacity of 2 MW per district, and up to a maximum of 10 MW for individual project capacity until 17 May 2021. The company has set a ceiling tariff of INR3.05/kWh (US$4.1c/kWh).

Renewables should account for 20% of Vietnam’s energy supply in 2030

The Vietnamese authorities plan to increase the share of renewables in the total primary energy supply to 20% by 2030 and 30% by 2045. The government previously expected to expand the share of renewables in total primary energy supply to 15-20% by 2030 and 25-30% by 2045.

Germany expands PV and onshore wind tender volume for 2022

The German coalition government has agreed to triple the tender volumes for solar PV capacity in 2022 from 1.9 GW to 6 GW and increase those for onshore wind from 2.9 GW to 4 GW. In addition, the authorities pledged to cut the renewable energy surcharge (EEG-Umlage, a levy on end-consumer power prices to support the expansion of renewable energies) to a maximum of €5c/kWh in 2023 and 2024. The EEG surcharge was reduced by 3.8% to €6.5c/kWh in 2021 thanks to federal support payments.

Brazil pledges to reach net-zero emissions by 2050

The Brazilian authorities have pledged to reach net-zero emissions by 2050 and repeated their commitment to halve greenhouse gas (GHG) emissions and to stop illegal deforestation by 2030. In addition, Brazil has promised to double its budget for environmental enforcement efforts. To do so, the government demands US$1bn/year in foreign aid, as the 2021 budget is nearly complete.

Ørsted (Denmark) forms offshore wind JV with Estonia’s Eesti Energia

Ørsted has signed a Memorandum of Understanding with Enefit, an affiliate of the Estonian state-owned energy group Eesti Energia, to create a joint venture (JV) and work together on offshore wind opportunities, including the Liivi offshore wind project in the Estonian part of the Gulf of Riga. Ørsted has already applied for an area in Latvian waters next to the Liivi site.

Punjab (Pakistan) reaches financial close on a 1.3 GW RLNG power project

Punjab Thermal Power, a company owned by the government of Punjab (Pakistan), has reached financial close on its 1,263 MW re-gasified liquefied natural gas (RLNG) power project located near Trimmu Barrage, District Jhang. The US$708m plant is financed through 75% commercial debt arranged by local banks. The project is expected to enter operations by October 2021 on open cycle mode and on combined cycle mode by June 2022.

Anklam (Germany) approves Anumar’s 300 MW solar power project

The city council of Anklam (Germany) has approved Anumar’s 300 MW solar project. The power plant will be located in the district of Vorpommern-Greifswald in the northern German state of Mecklenburg-Vorpommern and it would be the largest solar power plant in Germany.

France’s Total suspends work on 13 Mt/year Mozambique LNG project

Total has declared force majeure on the Mozambique LNG project, due to the evolution of the security situation in the north of the Cabo Delgado province in Mozambique. The company has suspended work on the liquefaction plant and cancelled a series of contracts with local suppliers.

The Philippines approves a 500 MW LNG-to-power project in Batangas

The Philippines’ Department of Energy has awarded a Notice to Proceed to a gas-fired power plant and LNG storage and regasification terminal developed by Vires Energy in Batangas. Vires Energy is an affiliate of the Philippine conglomerate A Brown Company.
