Ireland’s new government plans to levy €100/tCO2 on carbon by 2030

Ireland’s new government plans to increase the carbon tax by €7.5/tCO2 in every budget until 2029, as the coalition government intends to levy €100/tCO2 on carbon by 2030, against €80/tCO2 under the current trajectory. According to the plan, all extra carbon tax revenue will be transferred to a Climate Action Fund, which is expected to raise €9.5bn over the next decade.

Sweden will end its rebate scheme for rooftop PV in July 2020

The Swedish government has decided to close its rebate scheme for rooftop PV projects on 7 July 2020, leaving less than one month for interested households to submit their subsidy application for solar rooftop installations. In addition, Sweden has postponed the deadline to complete projects under the rebate scheme from 31 December 2020 to 30 June 2021, due to construction delays related to the pandemic. The rebate scheme will be replaced from January 2021 by tax deductions for private individuals.

South Africa issues RFI for its 2,500 MW nuclear power programme

The Department of Mineral Resources and Energy of South Africa has published a Request For Information (RFI) for a 2,500 MW nuclear new-build programme. The RFI will be opened until 15 September 2020 and is expected to provide the government with insight into the cost of the programme, possible ownership structures, cost recovery, the end user cost and the sustainability of the programme.

Romania terminates deal with China for Cernavoda nuclear expansion

The Ministry of Energy of Romania has instructed the Societatea Nationala Nuclearelectrica (SNN, 82.5% state-owned) to terminate all deals and negotiations with China General Nuclear Power Corporation (CGN) and CGN Central and Eastern Europe Investment (CEERI). The three parties signed a preliminary agreement in May 2019 to establish a joint project company (51% CGN, 49% Nuclearelectrica) for the construction of Units 3 and 4 at the Cernavoda nuclear power pla

US FERC approves first works on Plaquemines LNG export project

The US Federal Energy Regulatory Commission (FERC) has authorised Venture Global LNG to begin limited site preparation for its 20 Mt/year (27 bcm/year) Plaquemines LNG export facility in Plaquemines Parish (Louisiana). The company plans to start construction work in mid-2020. The financial close on the US$8.5bn project is scheduled in late 2020, with the first liquefaction unit expected to enter service in 2023.

US Supreme Court gives go ahead to Atlantic Coast gas pipeline project

The US Supreme Court has upheld a permit for the controversial Atlantic Coast gas pipeline project, ruling that the US Forest Service did have the authority to grant a right-of-way to allow the gas pipeline project to cross the Appalachian Trail in West Virginia, reversing a decision by the US 4th Circuit Court of Appeals.

Sinopec commissions a 200,000 bbl/d refinery in Guangdong (China)

China’s state-owned refining group Sinopec has commissioned a greenfield 200,000 bbl/d refinery in Zhanjiang in the Guangdong province (southern China) worth CNY44bn (US$6.2bn). The refinery complex also includes a 300 kt crude oil terminal and berths that can accommodate vessels with a capacity of 100,000 tonne of refined products. Since early 2019, two other refineries, with a combined capacity of 800,000 bbl/d have been built and commissioned by private companies Hengli Petrochemical and Zhejiang Petrochemical.

MHI Vestas wins order for 1.1 GW Seagreen 1 offshore wind project (UK)

MHI Vestas has secured a firm order to supply and service for 15 years 114 wind turbines rated 10 MW each for the 1,140 MW Seagreen 1 offshore wind project located off the coast of Fife in Scotland (United Kingdom). The company was selected by SSE Renewable in October 2019.

China Gezhouba Group will build a 1.2 GW hydropower plant in Indonesia

China Gezhouba Group (CGG) has signed a CNY11.5bn (US$1.6bn) contract with PT Indonesia Dafeng Heshun Energy Industri to build the 1,200 MW Data Dian hydropower project in North Kalimantan (Indonesia). As part of the five-year EPC contract, CGG will oversee the design, construction material, procurement and commissioning for the plant. The project could be commissioned in 2025 at the earliest.
