The Philippines plans to develop a national nuclear energy policy

The government of the Philippines has created an inter-agency panel to study the adoption of a national nuclear energy policy. It will evaluate the feasibility of adding nuclear to the Philippines’ power mix, considering economic, security and environmental implications. The country could either build new plants or rehabilitate the 621 MW Bataan nuclear project, which was completed in 1984 after a US$2.3bn investment but was mothballed in 1986 due to safety concerns and issues regarding corruption.

Greece’s latest wind auctions sets new price record

Greece’s latest wind auction for 481 MW of capacity attracted 15 bids for nearly 472 MW of capacity, with prices ranging between €53.86/MWh and €57.70/MWh (weighted average of €55.67/MWh). Ascent Power submitted the lowest bid, while Vysima Ventavel submitted a bid of €54/MWh. Other winners included Thalia Energy, Greenfield Wind and Valorem.

Tokyo Gas acquires shale gas assets and a 630 MW solar project in the US

Tokyo Gas will invest JPY20bn (US$190m) to increase its stake in the US shale gas operator Castleton Resources from 46% to 70%. The US company intends to buy additional gas assets in Louisiana to ramp up its production from 8.4 mcm/d to 13.4 mcm/d. In addition, Tokyo Gas will acquire the 630 MW Aktina solar power project in Texas from Hecate Energy, a US renewable energy developer, for JPY49bn (US$466m). The construction of the solar plant is expected to start in the third quarter of 2020 and commissioning will take place in phases from mid-2021.

Iberdrola commissions 714 MW East Anglia ONE offshore wind project (UK)

Iberdrola’s affiliate ScottishPower Renewables and Macquarie’s Green Investment Group (GIG) have completed the 714 MW East Anglia ONE offshore wind project in the United Kingdom. The £2.5 bn (€2.8bn) wind park is now fully operational.

In August 2019, ScottishPower Renewables sold 40% of the East Anglia One project to GIG; according to the transaction terms, ScottishPower Renewables will receive £1.9bn (€2.2bn) once the park is completed. The project produced its first power and was connected to the power grid in September 2019.

PKN Orlen moves ahead with 1.2 GW offshore wind project (Poland)

The Polish oil and gas company PKN Orlen has submitted an environmental report for a 1.2 GW offshore wind project to be developed in the Baltic Sea to the Regional Directorate for Environmental Protection in Gdańsk (Poland). PKN Orlen’s subsidiary Baltic Power holds a licence to construct wind power plants with an aggregate capacity of up to 1.2 GW in an area of approximately 131 km2 off Choczewo and Łeba.

US coal production is expected to decline by 29% in 2020

According to the US Energy Information Administration (EIA), US coal production declined by 7% in 2019 to reach 706 Mt, the lowest amount of coal produced in the country since 1978. This trend continued and accelerated in 2020, and the EIA forecasts a 29% decline in coal production in 2020. This is due to a lower global coal demand – coal exports through May 2020 are 29% lower than during the first five months of 2019 – and to a reduced coal-fired power generation in the US (-16% in 2019 and -34% over the January-May 2020 period).

ACWA Power awards EPC contract for 900 MW fifth phase of Dubai solar project (UAE)

ACWA Power has signed an Engineering, Procurement and Construction (EPC) contract with Shanghai Electric for the for the 5th phase of the Mohammed bin Rashid Solar Park in Dubai (United Arab Emirates). With an investment of US$564m, the 900 MW solar PV project is aimed to be delivered by Shanghai Electric in three phases, with a construction period of 12 months on each 300MWp phase. Its power generation will be sold to the Dubai Electricity and Water Authority (DEWA) under a 25-year Power Purchase Agreement (PPA) signed in April 2020.

Australia plans to fast track power transmission line with Singapore

The government of Australia will fast-track Sun Cable’s Australian-ASEAN Power Link (AAPL) project, a proposed 4,500 km-long high voltage direct current (HVDC) power cable between Darwin, in Northern Australia and Singapore. Sun Cable expects to reach financial close for the entire project by the end of 2023. Commercial operations are expected to start in 2027.

Vietrnam moves ahead with 3.4 GW Thang Long offshore wind project

Enterprize Energy Group has signed a Memorandum of Understanding (MoU) with a consortium of Vietnamese companies Vietsovpetro and PVC MS to develop a 3,400 MW offshore wind project at Ke Ga Cape, off the Binh Thuan province in the south of Vietnam. The project would be developed in phases. The first phase of around 600 MW would include 64 turbines rated 9.5 MW each and could be connected to the domestic power grid in late 2022 or early 2023. Four additional 600 MW stages would be developed between 2023 and 2026, and a 400 MW final phase would be later installed.

Thai group Bangchak Corporation plans a 600 MW wind project in Laos

BCPG, a renewable energy subsidiary of the Thai energy and petroleum conglomerate Bangchak Corporation, plans to build the 600 MW Swan wind project in southern Laos, near the Mekong River across Ubon Ratchathani. The project, which will be jointly owned by BCPG through Impact Energy Asia Development (45%) and Impact Electrons Siam (55%), would require an investment of THB26.8bn (around US$850m).
