Woodside blocks Lukoil’s 40% stake acquisition in RSSD oil project (Senegal)

Woodside Petroleum has pre-empted the sale by Cairn Energy to Lukoil of its 40% stake in the Rufisque Offshore, Sangomar Offshore and Sangomar Deep Offshore (RSSD) project in Senegal. Woodside will make an upfront payment of US$300m, along with contingent payments of up to US$100m. The transaction remains subject to approval by the Government of Senegal, as well as approval by Cairn Energy’s shareholders and other customary conditions. Woodside Petroleum’s stake in the RSSD joint venture after completion of the acquisition will increase to 68% and the company will remain the operator.

Libra partners takes investment decision for Mero oil project’s 3rd phase (Brazil)

Petrobras and its partners have taken the investment decisions for the third phase of the Mero project (Libra block), located deep offshore, 180 kilometres off the coast of Rio de Janeiro, in the pre-salt area of the Santos Basin (Brazil).

The Mero 3 floating production storage and offloading vessel (FPSO) will have a liquid treatment capacity of 180,000 bbl/d and should be operational by 2024. It follows investment decisions for Mero 1 (startup expected in 2021) and Mero 2 (startup expected in 2023) FPSOs, both of which have a liquid processing capacity of 180,000 bbl/d.

Argentina awards a new concession to ExxonMobil in the Vaca Muerta shale play

The province of Neuquén (Argentina) has awarded the Los Todos II Oeste area concession to ExxonMobil, located in the Vaca Muerta shale play. The Vaca Muerta shale play has estimated gas reserves at around 8,700 bcm and oil reserves at 16.2 Gbl. ExxonMobil is the operator of the block with a 90% stake, together with the provincial oil & gas company Gas y Petróleo del Neuquén.

Indonesia’s Panbil Group plans an LNG import terminal on Karimun Island

Panbil Group plans to build an LNG import on Karimun Island of the Riau province (Indonesia). The Indonesian company is currently conducting a US Trade and Development Agency (USTDA) funded feasibility study, which is expected to be completed by end-2020. The project, which would cost US$600-800m, should be operational by 2025 and might include a 55-km pipeline to supply gas to PT Trans Gas Indonesia (PGI). Prospective gas supply sources could be Indonesia’s Tangguh Train 3, PT Donggi Senoro, and Cheniere Energy’s Corpus Christi terminal.

The US administration approves ConocoPhillips’s Willow oil project in Alaska

The Bureau of Land Management has published a final environmental statement for ConocoPhillips’s Willow oil project in the National Petroleum Reserve in Alaska (US). The plan allows for up to five drill sites and associated processing and support facilities, including gravel roads and pipelines to provide access to federal leases and allow for responsible oil and gas development and operations. The project could produce 160 kb/d (with a processing capacity of 200 kb/d) over the next 30 years.

Hitachi seeks to relaunch its Wylfa Newydd nuclear project (UK)

Hitachi, through its subsidiary Horizon Nuclear Power, is seeking to revive its Wylfa Newydd nuclear power plant project on the island of Anglesey, in North Wales (United Kingdom). The Japanese conglomerate is awaiting the UK’s new energy strategy, which is expected to include a new financing scheme power for nuclear power, which makes consumers bear part of the costs of investments with a contribution that would be added to their electricity bills.

Saudi Arabia and Jordan plans to develop a power transmission project

Saudi Arabia and Jordan have signed a memorandum of understanding to develop a 164 km electricity grid interconnection project between Qurayyat and East Amman. Jordan is connected to Egypt through a 400 kV submarine cable crossing the Gulf of Aqaba and to Syria through a 400 kV single circuit transmission line. The country is also connected to Iraq.

State-owned SECI awards only 970 MW of 2 GW wind tender (India)

The Solar Energy Corporation of India (SECI) has completed its 2 GW tender of interstate transmission system (ISTS) connected wind projects, awarding only 970 MW of capacity (India). The state-owned company conferred 810 MW of capacity to JSW Energy for INR 3.00/kWh (US$4c/kWh) and 160 MW of capacity to Vena Energy for INR 2.99/kWh (US$4c/kWh).

MNRE (India) plans wind-solar hybrid auctions and extends deadlines

The Ministry of New and Renewable Energy (MNRE) of India has announced various measures related to renewable power project developments. The MNRE has identified areas suitable for hybrid wind-solar power projects and plans to conduct hybrid auctions instead of separate wind and solar auctions, to solve land and connectivity problems.

Egypt cancels the construction of a 200 MW solar PV project

The Egyptian Electricity Transmission Company (EETC) has decided to cancel a recently launched tender for the construction of a 200 MW solar PV project in the West Nile region of Egypt, considering that Egypt had reached surplus electricity in a context of low electricity demand. However, it hasn’t cancelled the tender for 600 MW of projects that will be developed in partnership with the International Finance Corporation (IFC) in the West Nile region. Thirteen companies had qualified for the 200 MW solar project, including Masdar, ACWA Power, First Solar and Orascom Construction.
