Germany plans to tender 67 GW of renewables capacity by end-2028

Germany energy ministry has released the draft law of the new renewable energy law (EEG 2021) that is intended to be adopted by the Federal government in September 2020. It foresees at least 67 GW of new renewable capacity to be auctioned between 2021 and 2028.

According to the document, Germany intends to auction 31.3 GW of onshore wind capacity between 2021 and 2028, of which 16.7 GW by end-2025, while offshore wind will be offered 9.2 GW of new capacity between 2021 and 2025, the auctioned capacity between 2026 and 2028 being determined later for this technology.

Lithuania will adopt a CfD model for offshore wind auctions

The Lithuanian Ministry of Energy has submitted to the government a package aiming a creating a regulatory framework for the development of wind energy in the Baltic Sea, which will be supported using the contract for difference (CfD) model. The first auction is scheduled in 2023. In addition, the Lithuanian authorities envisage to give the responsibility for installing transmission networks connecting offshore wind plant to the transmission system operator.

Estonia, Latvia and Lithuania to cut power trade with Belarus and Russia

The government of Estonia, Latvia and Lithuania have signed an agreement on the functioning of energy trade with third countries after the start-up of the Ostrovets nuclear power plant in Belarus, which is located 20 km away from the Lithuanian border.

The government of India has granted a concession for 20% on coal revenue share for gasification, with the objective to boost production of synthetic natural gas, energy fuel, urea for fertilisers and production of other chemicals.

4.8 million French homes require deep energy retrofitting

According to French Ministry for the Ecological Transition, out the 29 million principal residences in France, only around 1.9 m dwellings are considered as energy-efficient (labels A and B of the Energy Performance Diagnostic). Conversely, about 4.8 million homes (nearly 17% of the stock) are energy inefficient and need deep energy retrofit. In 2018, 19% of French greenhouse gas emissions were due to the residential-tertiary sector.

Forecasts

Poland will not achieve a 15% share of RES in final energy consumption by 2020

According to the Polish Ministry of Climate, Poland will not reach a 15% share of renewables in final energy consumption by 2020. The share of renewable is currently expected to reach around 13-14%, while it accounted for 11.2% in 2018. The Polish government forecasts the country could achieve a 15% share of renewables in final consumption by 2021 if the investments contracted in renewable energy auctions in 2018 and 2019, including 3 GW of onshore wind capacity, are realised.

Jiangsu Shenghdong (China) plans to commission a 320 kb/d refinery in 2021

Private company Jiangsu Shenghong plans to commission its new 320 kb/d refinery by end-2021 in Jiangsu province (north-eastern China). Construction started at the end of 2018. The CNY67.6bn (US$9.9bn) project is jointly owned by Jiangsu Shenghong (55%) and Jiangsu provincial government, through local state-owned industrial funds (45%).

ACWA secures financing for 900 MW phase V of Dubai solar project (UAE)

ACWA Power has signed all financing agreements of the 900MW solar PV project, called Shuaa Energy 3 PSC, which is the fifth phase of the Mohammed bin Rashid Al Maktoum Solar Park in Dubai. Shuaa Energy 3 PSC is the special purpose vehicle incorporated for the project between the Dubai Electricity & Water Authority (DEWA)(60%), ACWA Power (20%) and Gulf Investment Corporation (GIC) (20%). The project will use bi-facial panels with tracking technology at a capital cost of US$564m.

All turbines installed at Borssele 1-2 offshore wind park (The Netherlands)

Ørsted, DEME Offshore and Siemens Gamesa have completed turbines installation at the 752 MW Borssele 1-2 offshore wind project off the coast of the province of Zeeland in the Netherlands. The plant developed by Ørsted is expected to be commissioned by the end of 2020. The Danish power company won the Borssele 1-2 tender in 2016, with a price of €72.7/MWh. In April 2020, the project started to generate power and to supply the Dutch power transmission grid.

Neoenergia (Brazil) reaches financial close on the 566.5 MW Oitis wind project

Neoenergia, an affiliate of Spanish energy group Iberdrola, has reached financial closing on the 566.5 MW Oitis wind project, after it received a BRL715m (US$133m) loan from the Brazilian regional development bank Banco do Nordeste. The company already secured two loans for the project with the Brazilian Development Bank (BNDES) and the European Investment Bank (EIB). The Oitis wind project consists of 12 wind parks with a combined capacity of 566 MW in the states of Piaui and Bahia.
