China aims to achieve carbon neutrality by 2060

China plans to scale up its updated Nationally Determined Contribution (NDC) to the Paris Agreement, targeting a peak in CO2 emissions before 2030 and carbon neutrality before 2060. The country is currently working on a new five-year plan that will determine its near-term decarbonisation plans. The country’s CO2 emissions from energy combustion have almost quadrupled since 1990, reaching 9.7 GtCO2 in 2019.

Australia plans to invest US$13bn in low carbon technologies by 2030

The Australian government intends to invest AUD18bn (US$13bn) over the next decade in technologies to reduce CO2 emissions, focusing on hydrogen, energy storage, low carbon steel and aluminium, carbon capture and storage (CCS), and carbon sequestration in soil.

Poland will auction 2.4 GW of renewables capacity before end-2020

The Polish Ministry of Climate has approved a regulation to organise eight auctions between 3 November and 3 December 2020 for 2.4 GW of renewables capacity, including 1,000 MW of wind and 800 MW of solar. The government intends to award PLN27.4bn (€6.1bn) in subsidies to renewable energy producers, which will receive 15-year off-take contracts.

Renewables account for 21% of Poland’s installed capacity, with 9.7 GW (2019). The country plans to build 8 to 11 GW of offshore wind capacity by 2040, with investment estimated at PLN130bn (€29bn).

Brazil plans to end biodiesel procurement auctions as of 2022

The Ministry of Energy of Brazil plans to remove biodiesel procurement auctions with direct sales between producers and distributors by 1 January 2022, considering that the market is mature enough to allow freely-negotiated trade. Brazilian fuel distributors would purchase 80% of their total biodiesel demand from small farmers ("social seal"), while 20% would be purchased in the spot market, including from imports.

European Union in line to meet GHG emission cut target by 2030

The European Commission has assessed the EU-wide impact of  National Energy and Climate Plans (NECPs) for 2021-2030, that EU Member States had to submit to the Commission by the end of December 2019. The assessment highlights that NECP measures would enable to reduce greenhouse gas (GHG) emissions in the European Union by 41% by 2030 (compared with 1990 levels), surpassing the 40% reduction target. Where renewables are concerned, the combined commitment by Member States should exceed the existing target of at least 32% with 33.1-33.7% by 2030.

The Netherlands cuts Groningen gas production for 2020-2021

The Ministry of Economic Affairs and Climate of the Netherlands has decided to cut gas extraction from the Groningen gas field to a maximum of 8.1 bcm in the next gas year (October 2020-September 2021). In June 2020, the Dutch State Supervision of Mines recommended to reduce gas production from the field to 9.3 bcm in the year through October 2021 in order to limit the risk of earthquakes. Gas extraction from the field, which is operated by a joint venture of Shell and ExxonMobil is capped at 11.8 bcm for the year ending October 2020.

The UK and the Netherlands plan a new 2 GW power interconnection

The British power transmission system operator (TSO) National Grid and its Dutch counterpart TenneT have signed a cooperation agreement to explore the feasibility of connecting Dutch and British wind parks to the energy systems of both countries via subsea electricity cables.

SRE plans a new 4.4 GW offshore wind project in Taiwan

Swancor Renewable Energy (SRE), in partnership with affiliates of Stonepeak Infrastructure Partners, plans to develop 4.4 GW of offshore wind projects in the northwestern territorial waters of Miaoli County in Taiwan. The portfolio would consist of 3 sites, namely Formosa 4-1, Formosa 4-2 and Formosa 4-3, covering a large maritime area located 18 to 20 km off the coast of Miaoli County.

Dogger Bank offshore wind project (UK) orders 2.4 GW of GE turbines

Dogger Bank Wind Farm, the 50:50 joint venture of Equinor and SSE Renewables, has finalised contracts with GE Renewable Energy to supply a total of 190 units of the 13 MW Haliade-X wind turbine for the Dogger Bank offshore wind project in the United Kingdom. The two phases will each include 95 wind turbines for a maximum capacity of 1,235 MW each. In addition, the deal includes a five-year service and warranty agreement to provide operational support for the wind turbines.
