Vietnam considers carbon-pricing tools to cut GHG emissions

As part of its effort to cut greenhouse gas (GHG) emissions, the Vietnamese government intends to develop a roadmap to implement market-based carbon pricing tools. The country is considering introducing an emission trading scheme in which emission quotas and credits could be traded by companies. The Ministry of Natural Resources and Environment aims to add the proposed carbon market to the revised draft Law on Environmental Protection, that will be soon reviewed by the National Assembly.

Germany targets 20 GW of offshore wind capacity by 2030

The Bundestag, Germany’s lower house, has passed an amendment to the Offshore Wind Energy Act, raising the target for offshore wind capacity to 20 GW by 2030 and 40 GW by 2040. In addition, amendments to the Investment Acceleration Act aim at facilitating the planning and construction of onshore wind projects, removing provisions on the height of onshore wind turbines.

Russia aims to cap GHG emissions at 70% of their 1990 level by 2030

The Russian president has signed a decree ordering the government to work towards a cut in greenhouse gas (GHG) emissions to 70% of their 1990 level by 2030 (i.e. a 30% cut in GHG emissions over the 1990-2030 period), taking into account the maximum possible absorptive capacity of forests. Since Russia’s GHG emissions (including forests) have halved since 1990, this decree would allow the country to significantly increase GHG emissions by 2030.

ESB joins Red Rock Power’s 1 GW Inch Cape offshore wind project (UK)

The Irish power utility Electricity Supply Board (ESB) has created a 50:50 joint venture with Red Rock Power, an affiliate of the Chinese state-owned group SDIC, to develop the 1 GW Inch Cape offshore wind project off eastern Scotland (United Kingdom). The project will consist of 72 offshore wind turbines. It is expected to enter construction in 2020. It received planning permission in principle for the onshore transmission works and approval of a new alternative offshore proposal in 2019.

South Africa’s power utility Eskom targets carbon neutrality by 2050

The South African state-owned power utility Eskom could reach net-zero carbon emissions by the year 2050. The company’s Just Energy Transition programme that envisages shifting away from coal-fired power generation should be implemented in a phased manner over the next three decades. Eskom’s integrated emission reduction plan has been completed and approved by the Department of Environmental Affairs, Forestry and Fisheries.

Qatar Petroleum signs a new long-term LNG contract with Singapore

Qatar Petroleum has signed a contract with Singapore’s Pavilion Energy, an affiliate of the state-owned investment company Temasek Holdings, to sell 1.8 Mt/year (2.4 bcm/year) of LNG for 10 years from 2023. Singapore is seeking to diversify its gas imports, as its long-term piped gas contracts with Indonesia are expected to expire as of 2023.

Mayflower Wind’s 804 MW project gets greenlight from Massachusetts (US)

The Massachusetts Department of Public Utilities (United States) has approved long-term contracts for 804 MW of offshore wind between Mayflower Wind and power distribution companies in Massachusetts. Mayflower Wind is a joint venture of Shell and EDP Renewables. The 804 MW Mayflower offshore wind project won a tender in October 2019 as part of the Massachusetts offshore wind solicitation, offering electricity below the original price cap of US$84.23/MWh (winning bid price not specified).

MFCB commissions a 260 MW hydropower plant in the Lao PDR

The Malaysian project developer Mega First Corporation Berhad (MFCB) has commissioned the 260 MW Don Sahong hydropower project on the Mekong River in Lao PDR. The run-of-river hydropower plant consists of four 65 MW turbines and will generate 2 TWh/year. The project is operated by the Don Sahong Power Company Ltd, an affiliate of MFCB, under a 25-year concession and will use 15% of the total Mekong river’s flow. The produced electricity will be supplying the Lao national grid.

Amprion and Elia commission the 1 GW Germany-Belgium power interconnector

The German power transmission system operator (TSO) Amprion and its Belgian counterpart Elia have completed the construction of the first power interconnection line between Belgium and Germany and commissioned the 1,000 MW Aachen Liège Electricity Grid Overlay (ALEGrO) project between Oberzier (Germany) and Lixhe (Belgium). The €500m project includes around 100 km of 320 kV High Voltage Direct Current (HVDC) extruded underground cables. The allocation of long-term capacities will be possible from early 2021.

Pilot Energy plans a new 1.1 GW offshore wind project in Australia

The Australian oil and gas company Pilot Energy has created a joint venture with Triangle Energy (Global) to develop a 1.1 GW offshore wind project at the Cliff Head offshore oil field off the coast of Western Australia. The project will be 80% owned by Pilot Energy and 20 % by Triangle Energy (Global). In September 2020, Pilot Energy initiated a feasibility study to develop a 1.1 GW offshore wind project off the coast of the Midwest region of Western Australia, which would be combined with a solar plant.
