The Spanish government approves the draft climate law

The Spanish government has approved the draft Law on Climate Change and Energy Transition. The text will be debated in the Congress of Deputies, Spain’s lower house, in the coming months. The regulation targets climate neutrality by 2050. According to the text proposed, Spain should reduce its greenhouse gas (GHG) emissions by 20% in 2030 compared to 1990 levels, which lower than the target included in its National Integrated Energy and Climate Plan 2021-2030 (NECP) (Plan Nacional Integrado de Energía y Clima, PNIEC) of a 23% reduction in GHG emissions.

Myanmar initiates 1 GW solar tender

The government of Myanmar has launched a 1 GW solar tender. Project developers are invited to submit pre-qualifying bids until 18 June 2020 for the construction of 30 ground mounted solar PV plants with capacities ranging from 30 MW to 40 MW. The country will award 20-year power purchase agreements (PPAs) to the selected independent power producers (IPPs) that will develop the project under a build, own and operate (BOO) basis.

Indonesia unveils plan to fix its biodiesel support scheme funding issues

The government of Indonesia has decided to inject US$186m in the Estate Crop Fund as well as to increase the levy on palm export by 10% to US$55/t in May 2020, in a bid to fix its biodiesel support programme funding issues.

The fall in global crude oil price has more than doubled the gap between the costs of fatty acid methyl ester (FAME) and diesel between January and May 2020, making biodiesel more expensive to subsidise for Estate Crop Fund, which subsidises the cost difference between the two fuels. The levy on palm oil exports applies when palm price exceeds US$619/t.

Indonesia plans to inject US$2.4bn in PT PLN and US$3bn in Pertamina

The Indonesian government is planning to provide IRD128,000bn (US$8.6bn) for 12 state-owned companies, including a cash compensation of IRD35,000bn (US$2.4bn) to state-owned electric utility PT Perusahaan Listrik Negara (PT PLN) in 2020 and IRD44,000bn (US$3bn) paid in instalments over 2020-2022 to national oil & gas company Pertamina. The sales of both companies declined in the wake of the ongoing lockdown due to the coronavirus epidemic.

Alberta blocks sale of Shell Canada midstream & upstream assets to Pieridae

Alberta Energy Regulator has blocked sale of Shell Canada assets to Canadian LNG company Pieridae Energy over environmental concerns. According to the regulator, the conditions of the sale, which splits liabilities for cleaning up the sites, are making impossible to know which company would be responsible for what part of remediation. The assets included in the transaction produces around 28,600 boe/d, including 119 mcf/d (3.4 mcm/d or 1.2 bcm/year) of gas.

Total has acquired assets of Energías de Portugal (EDP) in Spain for €515m, including 2.5 million B2C customers and two gas-fired combined cycle power plants, with a total capacity of 850 MW.

Queensland plans a 2 GW wind, solar and storage project (Australia)

Privates companies RES and Energy Estate plan to develop the Central Queensland Power project in Queensland (Australia), which combines 2 GW of wind, solar and storage capacity, as well as new transmission infrastructures. The two companies intend to accelerate the decarbonisation of heavy industry in the region. The project is expected to be operational in 2030.

Iberdrola’s East Anglia offshore wind hub to compete in 2021 CfD round (UK)

Iberdrola intends to submit its 3.1 GW East Anglia (EA) hub project, which combines three offshore wind plants off the east cost of England, in UK’s contract for difference (CfD) scheme round in early 2021. The project, which merges 800 MW East Anglia 1 North, 900 MW East Anglia 2 and 1,400 MW East Anglia 3, requires an investment of £6.5bn (€7.3bn). If the project fails to win a CfD, it could still go ahead. The company has already secured planning consent for the 1,400 MW East Anglia 3 project and has submitted planning applications for the remaining 1,700 MW.

PipeChina stars building a 20 Mt/year LNG import terminal in eastern China

Newly created state-owned company PipeChina has started to build a 20 Mt/year (28 bcm/year) LNG import terminal project in Longkou in the Shandong province (eastern China) in cooperation with Nanshan Group. The National Development and Reform Commission approved the construction of the project in March 2020. The first phase of 5 Mt/year is expected to be commissioned by 2023. The total investment of the project is worth RMB35bn (US$5bn). It encompasses the construction of a receiving berth and six 220,000 m3 LNG storage tanks.

South Africa may forces Eskom to halt two units at 3.5 GW Kendal coal-fired plant

20 May 2020

The South African Ministry of Environment, Forestry and Fisheries has ordered Eskom to, within a month, halt operations at either Unit 1 or Unit 5 (686 MW each) at the Kendal coal-fired power plant, after they failed with their air emission licences. Eskom must carry out required maintenance of one those units and submit an action plan to ensure compliance for Units 2, 3, 4 and 6.
