EXECUTIVE BRIEF: Addressing fuel poverty
Addressing and tracking policies and measures to tackle the energy poverty issue

Energy poverty, or fuel poverty, is often defined as a situation where low-income households are not able to adequately provide basic energy services in their homes and for their transport at affordable cost. A widely used criterion is to consider a household in fuel poverty when it spends more than 10% of its income on energy.

But there is no consensus on a unique and explicit definition of the phenomenon as it is complex and has different causes and effects (temperature feelings, restriction behaviour…).

Still, fuel poverty is a major issue in emerging as well as in developed countries. In Europe, around 20% of households (i.e. ~50 million) were considered affected by fuel poverty in 2018. Because of this situation, there is a growing concern on energy poverty which results in a multiplication of policy measures to address the issue.

This brief is prepared by Bruno Lapillonne, Marie Rousselot and Alexandre Katsenis and based on a presentation with Conuee, AFD and ADEME.

Existing policies and measures (P&Ms)

To address fuel poverty, the most common approach is to reduce energy prices for these types of households with social tariffs, subsidies, or the diffusion of prepaid meters.

SECI awards 960 MW of solar power projects in India
The Solar Energy Corp of India (SECI) has awarded four solar power projects in its 1,200 MW solar auction (960 MW allotted). Three companies, namely Renew, Avaada and UPC Renewables won 300 MW each at a tariff of INR 2.71/kWh (US$3.83c/kWh), while Tata Power won 60 MW at INR 2.72/kWh (US$3.85c/kWh).

Brazil moves ahead with privatisation of power company Eletrobras
The Brazilian President has signed a bill to privatise state-owned power company Eletrobras in the second half of 2020. The bill will have to be approved by the Chamber of Deputies and the Senate, since the Supreme Federal Court has prohibited the privatisation of state-owned companies without the approval of the Congress.

Shell has signed an agreement to acquire EOLFI, a French renewable power project developer focused on floating wind projects. EOLFI is developing a pilot floating wind project (three turbines) off the coast of Brittany in France; it will join the Shell New Energies division and will benefit from Shell’s resources and ability to scale-up projects.

Total plans to add two additional trains at Mozambique LNG project, announced a company executive. No deadline nor capacity has been disclosed.
